Navy Command HQ Job Summary Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Royal Navy. It supports operations around the globe and provides the ships, people, aircraft, and equipment to deliver the UK’s Defence policy. NCHQ supports all the Royal Navy’s activities from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in different disciplines, from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications. The Senior Business Manager sits within the People & Training Directorate with the primary purpose to support Head Business Manager with all civilian workforce queries, managing the scheme of compliment and as an active member of the 2* Workforce Management Group. Act as the ePC Manager and CP&F lead across P&T. Manage and maintain the Reward & Recognition schemes and ensure policy is followed. The post has line management responsibility for 2 x HEO posts. This position is advertised at 37 hours per week. Job Description Support the Head of Business Management in their role as a focal point for the Civilian workforce in the Directorate. Specifically coordinating coherence of policy and information storage relating to the Directorate workforce scheme of compliment. Includes leadership of the Directorate’s People Survey action planning process. Support the Directorate in matters relating to Financial, Commercial and Resource Management. Including the development of Business Cases and adherence to the approvals process, in accordance with Navy Command delegation framework. Act as the ePC Manager and CP&F lead for P&T Business Areas. Support the Head of Business Management in their role as the Directorate focal point for approval of recruitment and other civilian HR changes in accordance with 2* Workforce Management Group approvals. Maintain and provide appropriate records, through analysis of the Directorate’s civilian positions to enable accurate reporting requirements. Provide a full range of Business Management support to the various Deputy Director 1* areas within the Directorate, the various training establishments and the associated business areas within the Directorate HQ budget. Manage the Directorate reward and recognition schemes in accordance with delegated budgets and controls. Maintain Directorate policy guidance and provide support to sub delegated budget holders. Person specification The successful candidate should possess drive, strong inter-personal and collaboration skills, the ability to build positive and productive relationships and be willing to embrace change and a culture of continuous improvement. Stakeholder engagement is an important element of the role and therefore excellent communication skills are essential with the ability to build and maintain strong working relationships. A strong leader who can guide and develop their team to provide a first-class Business Management function to a busy and fast-paced Directorate. Experience and understanding of financial management, including Contract, Purchasing & Finance (CP&F) is essential with civilian HR experience highly desirable. Strong analytical skills are essential, including the use of Microsoft packages and particularly Excel.
