Role & responsibilities Ensure compliance with the Mines Act, CMR 2017, DGMS guidelines, environmental and labor laws . Maintain all statutory registers, returns, and records as required under mining law. Ensure the mine is operated under valid statutory approvals, clearances , and licenses. Oversee day-to-day mining operations including excavation, hauling, drilling, blasting, and dispatch of coal. Implement and supervise mine plans including annual, monthly, and daily production targets. Ensure optimum deployment and utilization of equipment and manpower . Ensure that all activities are carried out safely and responsibly , in line with DGMS and internal safety policies. Supervise the implementation of the Mine Safety Management Plan (MSMP) and risk assessment processes . Ensure proper functioning of gas detection systems , ground control measures , and other safety equipment. Approve and monitor blasting operations and high-risk activities. Assign duties to subordinates such as overmen, foremen, safety officers, engineers , etc., and monitor their compliance. Ensure all statutory personnel are qualified and available on-site as per regulations. Foster a safety-first culture and ensure training of all workers in safe work procedures and emergency preparedness . Ensure the coal mine meets or exceeds its production and OB removal targets as per the Annual Business Plan. Monitor daily performance and adjust operations for efficiency and cost-effectiveness. Report, investigate, and take preventive measures for accidents, near-misses, and dangerous occurrences . Submit reports to DGMS and company management in a timely manner. Develop and implement an effective Emergency Response Plan (ERP) . Ensure regular mock drills , fire safety audits, and availability of first-aid and firefighting equipment . Ensure proper dust suppression, water management, reclamation , and waste handling . Implement environmental management plans (EMPs) as per conditions of environmental clearance. Coordinate with: Regulatory bodies (DGMS, Pollution Control Board, Forest Dept.) Corporate management Local communities and stakeholders (CSR, R&R, etc.) Represent the mine during inspections, audits, and statutory inquiries . Drive initiatives for cost reduction, productivity improvement, digitalization , and adoption of best mining practices. Promote innovation and training to build a more skilled workforce. Preferred candidate profile Applicant should hold a degree in Mining Engineering. preferably with a Post Graduate qualification in Management and have 8-12 years post qualification experience in the coal mining industry. With 1st Class & 2nd Class Mine Manager's Certificate

Role & responsibilities Plan and supervise all drilling and blasting activities in coordination with mine planning engineers. Design blast patterns considering strata conditions, bench height, burden, spacing, and desired fragmentation. Ensure correct charging and stemming of blast holes as per standard procedures. Monitor and control blast-induced effects like vibration, fly rock, and air overpressure. Ensure that explosives are stored in approved magazines and that daily usage is tracked properly. Maintain inventory records for explosives, detonators, and accessories. Enforce blasting time signals (Warning, Blasting, and All-Clear). Set up and monitor safety exclusion zones around blast sites. Ensure all personnel are at a safe distance or under cover before blasting. Use and ensure proper Personal Protective Equipment (PPE) . Personally investigate and supervise the handling of misfired shots . Mark and isolate the misfire area and follow misfire disposal procedures as per CMR and DGMS instructions. Maintain proper misfire records . Maintain and submit the following records: Daily Blasting Report Explosive Issue and Consumption Register Blast Performance Reports Misfire Logs Submit reports to Mines Manager , Safety Officer , and DGMS when required. Conduct toolbox talks and training for shotfirers, helpers, and drilling teams on blasting safety and procedures. Educate workers on dangers of improper explosive handling and the importance of following blast protocols . Ensure blasting operations comply with: Coal Mines Regulations, 2017 (Regulations 95108) Explosives Act, 1884 & Rules, 2008 DGMS Circulars and Notices Assist mine management in audits and inspections by statutory authorities . Assess post-blast results (fragmentation, throw, muck pile shape). Recommend adjustments to blast design for productivity and safety . Coordinate with geologists and engineers to modify blasting based on strata or seam conditions. Preferred candidate profile Must hold a valid Blasters Certificate of Competency (Coal) issued by DGMS. Familiarity with modern blasting tools, software (e.g., blast simulation), and vibration monitoring systems is beneficial.

Regularly review and update safety policies and procedures. Stay informed about latest HSE developments and incorporate best practices into daily operations.
