Job Purpose
Responsible for heading project planning, scheduling and coordination, procurement & contract, architecture and design, and quality for all residential, commercial, and other projects. Supervises and participates in advanced, highly complex professional planning activities. Manages and supervises sections or divisions within the larger planning department, depending on the organization.

Job Accountabilities Duties & Responsibilities
  • Responsible for setting baselines, scheduling, planning, and reporting skills in large scale construction such as high-rise buildings, big hotels, resorts, hospitals, commercial buildings, and major infrastructure projects.
  • Contract familiarization.
  • Attend kick off/concept meetings.
  • Preparation of site organization chart.
  • Plan resources according to approved site organization chart.
  • Review and provide input for project construction schedule.
  • Develop site infrastructure requirements and budget costs.
  • Participate in 3D model review and provide construction-related inputs with support from CEN specialist.
  • Plot plan review and finalization of constructability study with support from CEN specialist.
  • Coordinate/expedite with various engineering disciplines for BOQ input for tendering.
  • Estimate construction costs, prepare civil and erection tenders, conduct technical bid analysis, and provide recommendations for awarding contracts with support from department specialists.
  • Participate in price negotiation with construction contracts for EPC jobs.
  • Coordinate to set up IT tools for construction scope.
  • Ensure setup of site office and develop site infrastructure facilities as per approved plan.
  • Coordinate with PM, EM, and relevant engineering disciplines for timely release of construction drawings as per project schedule/site requirements.
  • Coordinate with PM and procurement to ensure availability and delivery of project materials at the site as per schedule.
  • Review and provide input for construction billing schedule for EPC jobs.
  • Conduct site progress review with client/sub-contractor and support site managers in construction activities to ensure completion as per schedule.
  • Check and process contractors' bills as per established procedures.
  • Coordinate with PM/procurement/SM for emergency site procurement of construction materials for EPC jobs.
  • Ensure timely submission and certification of construction bills to clients for EPC jobs.
  • Resolve site queries (technical & contractual) raised during project execution.
  • Set up systems to record all documentary evidence for extra claims, escalation, and change orders required during execution.
  • Expedite closure of all subcontracts.
  • Expedite handover of store materials and final reconciliation.
  • Ensure preparation of construction close-out reports and provide input for project completion reports.
  • Finalize lessons learned and provide input to engineering.
  • Coordinate with site manager to close the site.
  • Review and monitor construction costs.
  • Provide guiding direction and oversight of engineering engagements.
  • Set direction and goals for technology and/or business line.
  • Lead the technology strategy within area of expertise.
  • Review overall project status with the project management team and recommend corrective actions where necessary.
  • Lead, guide, and train project managers to ensure smooth and timely delivery of projects.
  • Design, implement, and refine project management processes, templates, and tools across the organization for the entire project journey from conceptualization to QA and delivery.
  • Personally lead at least one key project for the company.
  • Monitor schedules, cost, quality, and performance.
  • Coordinate and manage internal and external resources for both consultants and client teams to ensure efficient and timely project delivery.
  • Drive daily stand-ups, project planning, reviews/demos, and retrospective meetings.
  • Document client requirements.
  • Identify project risks and drive mitigation plans.
  • Foster a productive and collaborative environment with a growth mindset.

Skills Required (Knowledge and Skills)
  • High-level communication skills.
  • Excellent knowledge of coordinating between cost, time, and quality; able to provide timely inputs to the contract administration team.
  • Ownership of producing relevant MIS at intervals suggested by management.
  • Knowledge and experience in contractor billing and rate negotiation.
  • Computer skills: Excel, Word, PowerPoint, MS Projects, and Primavera.
  • Technical field skills: Ability to estimate time and resource requirements.
  • Decision making: Out-of-the-box thinking.
  • Fast-track planning at every stage.

Key Attributes (Experience and Qualifications)
  • B.E. in Civil Engineering with 25 years experience in project planning, scheduling, coordination, procurement & contract, architecture and design, and quality assurance of construction projects.
