This program aims to develop the learning and well-being of children in the age group of 0-6 years through the ICDS setup of the state. The programs also have focused on District level and Sub-district level officers - District Project Officers (DPO s) and Child Development Project Officers (CDPO s) of Integrated Child Development Scheme (ICDS) for enhancing the quality of integrated early childhood developmental inputs available to children of 0-6 years of age. Over the years, we have worked on providing ECD, nutritional and health support to children at the ECCD centres, ensuring the quality of the ECCE activities being conducted at Anganwadi. Centres and also worked with the community to build their knowledge on providing integrated care for children. As we enter into the 40th year of our operations, our programs are now being scaled to larger number of Anganwadis across Uttar Pradesh and Maharashtra to create a wider impact on more number of children. The criticality of all-round developmental inputs (health, nutrition, psycho-social, emotional, cognitive) during the first six years of a human being s life, and the extreme difficulty of making up for any deficits later in life has been well-established. A large majority of children, especially from the less-privileged sections, depend on ICDS to receive these inputs. Anganwadi workers (AWWs), Supervisors, DPO s and CDPO s, therefore, have the potential of causing a large-scale societal transformation through the work they do by enabling a larger number of our under-privileged children to lead more fulfilling lives. Job Description and Responsibilities The Project Associate/ Senior Project Associate for the ICDS Leadership program will have the following roles and responsibilities: Planning and Execution (30%) Plan/design the overall project strategy in conjunction with the Project Manager and Head of Programs Support Anganwadi workers, Supervisors and CDPOs with their development as per the project plan and through regular observations and debriefs. Overview of the Position We are seeking a dynamic Project Manager to lead our initiatives focused on strengthening English language teaching in government regional medium schools. At CLR, the role of a Project Manager is highly aspirational, offering immense opportunities to learn, innovate, and create a meaningful impact at a systemic level. The Project Manager will be pivotal in ensuring the seamless execution of all project activities and will be empowered to make independent, data-driven decisions to drive the success of the project. Key Roles and Responsibilities The Project Manager will have the following roles and responsibilities: 1. Project Implementation (Weightage: 20%) Strategic Planning: Lead the development of the annual Log Frame, KPI Framework, and quarterly work plans. Execution Oversight: Plan, oversee, and ensure on time execution of all project activities and logistics. Program Quality Assurance: Ensure the program design enables schools/teachers/systems to consistently and effectively implement all interventions under the project. Quality Monitoring: Conduct classroom validation visits to monitor and ensure quality implementation. Assessment Data Review: Plan, oversee, and ensure the execution of teacher and student assessments (baseline-endline), and review data to track committed year-on-year growth in learning outcomes. 2. Stakeholder and Funder Management (Weightage: 20%) Government NGO Engagement: Build and maintain strong, collaborative relationships with government stakeholders, partner NGOs, and other ecosystem partners. Reporting Reviews: Drive the preparation and submission of all project progress reports. Lead and coordinate quarterly planning and review meetings with state and district-level government officials and funders. Intervention Co-Design: Work with government stakeholders to co-design interventions to achieve systemic impact. Documentation: Ensure all project MoUs, compliances, and utilization certificates are filed with zero error. 3. Team and Talent Management (Weightage: 20%) Team Leadership: Oversee the team to ensure achievement of team objectives. Focus on accountability and ownership, ensuring team members deliver targets on time and with quality. Performance Development: Develop and strengthen team capability through coaching, mentoring, and performance management. 4. Training and Capacity Building (Weightage: 15%) Training Planning Execution: Oversee the planning, logistics, and delivery of teacher trainings, ensuring smooth execution and active participation. Capacity Development: Assess teacher skill gaps and facilitate focused initiatives to strengthen their capabilities. Feedback Improvement: Collect and analyze feedback from training participants and provide actionable insights to the content team for continuous improvement. Reporting Documentation: Prepare training reports, track attendance and engagement, and maintain records of training outcomes. 5. Partnerships, Research System Support (Weightage: 25%) ME Data Analysis (15%): Finalize and implement the annual ME plan and tools in association with the ME team. Ensure robust data monitoring by checking and validating classroom observation quality and student/teacher assessment data digitization and cleaning processes. Support the review of quarterly dashboards and ensure field insights are reflected into program design. Partnerships (10%): Strengthen ESL vertical sustainability by generating new strategic partnerships in the region. Research Support (Implicit): Provide systematic support to the Research vertical, specifically for the study on Acquisition of English in Multilingual Schools . This includes planning, monitoring observation visits, and ensuring alignment. Qualifications and Competencies Necessary Bachelor s degree in any field; Master s in Education or Development preferred. 5 8 years of experience in project implementation and facilitation. Experience in Maharashtra, especially with Zilla Parishad schools, preferred. Prior experience managing small teams preferred. Interest or experience in facilitating capacity-building workshops is an advantage. Willingness to travel across the state. Desirable At least 3 5 years of experience in the education sector, preferably working with teachers and school systems. Degree or certification in English Language Teaching (ELT) is desirable. Knowledge of Marathi and Hindi. Exposure to public education systems. Experience with education or literacy research projects. Understanding of scaling development interventions. Willingness to learn program nuances. Knowledge, Skills Capabilities Excellent written and oral communication; functional knowledge of Marathi and English preferred.
