He is entrusted with the total responsibility along with his staff member for the successful completion of construction of the plant as per schedule and in accordance with technical specifications, quality system procedures, standard engineering practice and statutory requirements. 2 AUTHORISATION Acting on behalf of the company, RCM will liaise with Customer, subcontractors and other organisation on all matters pertaining to site activities. 3 WORK ACTIVITIES RCM shall take charge of overall management, administration and coordination of the construction works of the plant, ensuring that the plant has been installed as per the drawing and specified quality, within the allocated budget and scheduled completion as indicated in the master construction schedule. Overall management of all the subcontractor engaged by TEIL in the works or services for or in connection with the construction of the plant shall also be controlled by RCM. 4 INITIAL ACTIVITIES DURING COMMENCEMENT OF SITE RCM shall make necessary arrangements for camp operation and temporary facilities as per planning given by construction planning department. 5 COORDINATION COORDINATION WITH CUSTOMER RCM in close coordination with PM, CEPM / GL may coordinate with Customer if so requested by PM for the required temporary facilities while setting up the site office, warehouse, basic amenities like construction power, construction water supply, necessary road approach, drainage and disposal of excess soil as per contract agreement. RCM shall coordinate with Customer to resolve day to day problems that may arise during execution of construction work. RCM shall intimate to the Customer regarding all critical site activities such as heavy lifting, pressure testing and compressor running and coordinate with Customer for proper drainage and road approach. In the weekly and monthly meetings RCM shall inform the Customer the progress achieved towards planned, any problems encountered and counter measures taken for any delay in the progress. RCM shall coordinate with Customer for any statutory approvals. RCM shall settle any extra claim through proper back up papers / support documents and the disputes shall be settled amicably with the Customer in accordance with TMS1-CEP-307 Field revision instruction and change order procedure. RCM shall follow-up with Customer for the timely release of payments against invoices raised by the company towards progress payment. COORDINATION WITH PROJECT MANAGER & CEP DEPT RCM shall keep PM well informed of all the site activities by submitting appropriate reports and communicating with him by E-mail/Fax/Telephone for urgent requirement RCM shall also keep CEPM/GL informed by marking/sending copies of all communications. RCM shall interact with PM to obtain information related to the following activities in order to ensure that construction work is executed in the scheduled time. (a) Issue of drawings from design department, (b) Procurement of site bulk materials and delivery, (c) Delivery of equipment as per schedule, (d) Inspection and expediting activities, (e) Coordination with PM for the monthly budget for field operation and requirement of funds, (f) Mobilisation and demobilisation of manpower and other resources. RCM shall send weekly and monthly achieved progress reports of construction work highlighting any site problems and recommendations for counter measures to PM and copy to CEPM/GL. PM in consultation with relevant department shall take necessary action relating to site problems. RCM shall certify the bill of quantity for work / progresses achieved by each subcontractor and forward the same to CEPM / GL. Concerned site discipline engineers shall prepare NCR as and when noncompliance occurs and this shall be forwarded to PM through RCM. RCM shall keep record of site personnel and expenses and send monthly reports to PM. PM shall review and forward the report to HRD and account departments. RCM shall send request for urgent procurement to PM/ CEP Dept. COORDINATION WITH SUBCONTRACTOR (1) RCM shall coordinate with the respective subcontractor (2) RCM shall instruct subcontractor to submit the following reports (a) Daily progress report (b) Daily manpower report (c) Deployment of plant and machinery (3) After submission of the above reports by the sub contactor, RCM shall check the report & shall inform Subcontractor the necessary actions. (4) RCM shall instruct subcontractor to submit erection schemes for any critical activity 20 to 30 days before the commencement of activity.
