Job Description

Role Objective:

To manage the full lifecycle of telecom tendering activities from reviewing project requirements and coordinating with vendors to preparing and submitting technically compliant and commercially competitive bids. The role ensures the delivery of high-quality tender submissions for telecom systems including MPLS-TP, DVM, DWDM, Boosters, Repeaterless Systems, LAN/WAN, IP Telephony, RFTS, 48VDC Chargers, DC-DC Converters, PSE (Protection Signaling Equipment), MC (Media Converters), VSAT, and UHF.

Key Responsibilities:

Tender Management

  • Prepare and submit complete technical and commercial proposals for SEC and utility-scale telecom projects across all regions.
  • Analyze client requirements, technical specifications, and contract documents to ensure compliance.
  • Develop pricing strategies and conduct cost estimations in alignment with project scope and internal margin targets.

Vendor & Scope Coordination

  • Coordinate with vendors and manufacturers to source and verify updated quotations for: - MPLS-TP

DVM – DWDM

Optical Boosters

Repeaterless Transmission Systems

LAN/WAN Switches & Routers

IP Telephony Solutions

Remote Fault Tolerant Systems (RFTS)

PSE (Protection Signaling Equipment)

MC (Media Converters) - VSAT Systems

  • Ensure all vendor offers are technically compliant and aligned with PTS and project specifications.

Documentation & Compliance

  • Prepare and format all required bid documentation, including: - Technical submittals - Commercial breakdowns - Compliance checklists - Deviation lists - Clarification responses (pre- and post-bid)
  • Ensure accuracy, consistency, and timely submission of all documentation.

Internal Collaboration

  • Liaise with internal departments (Engineering, Finance, Legal, Procurement, PMO) to gather required inputs and finalize tender submissions.
  • Facilitate post-award handover to engineering teams with complete scope and context clarity.

Process Oversight, Training & Reporting

  • Maintain tracking records for all tenders, vendor interactions, clarifications, and submission statuses.
  • Conduct bid performance reviews and report on win/loss trends, risks, and process improvement recommendations.
  • Provide training, knowledge-sharing, and support to other tendering team members to ensure alignment with best practices and continuous capability development.

Self-Sufficiency

  • Execute all tendering operations independently, including: - Vendor communications and follow-ups - Document formatting and control - Cost sheet compilation - Tender log and database management

Required Qualifications:

  • Bachelor’s Degree in Telecommunications Engineering.
  • Minimum 5–8 years of experience in telecom infrastructure projects, including 5+ years in tendering and pricing roles.
  • Strong technical knowledge of telecom systems such as MPLS-TP, DWDM, DVM, LAN/WAN, IP Telephony, RFTS, PSE, MC, VSAT, UHF, and related power equipment.
  • Proven ability to independently manage complex tender cycles from initiation to final submission.
  • Experience in training and mentoring other tendering or technical staff is a strong advantage.
