Job Title: Senior Billing Engineer Location: Guwahati / Bangalore / Anywhere in India (Maharashtra / AP) Experience: 10+ Years Industry: Government Building Construction Projects (e.g., Refineries, Oil & Gas, Substations, DRDO, Colleges, etc.) Reporting To: Project Manager / Billing Head Job Summary: We are seeking an experienced Senior Billing Engineer to manage and oversee the complete billing operations of our government construction projects. The candidate must possess in-depth knowledge of DSR , CPWD norms , IS Codes , and rate analysis for extra items. A proven track record in client billing , contractor billing , and handling price escalation claims is essential. Key Responsibilities: Prepare, verify, and process client and contractor bills as per contract terms and government guidelines. Manage monthly running account (RA) bills , final bills, and reconciliation statements. Perform rate analysis for extra/deviated items as per DSR (Delhi Schedule of Rates) and CPWD specifications . Ensure accurate and timely quantity surveying and measurement recording in line with IS codes and project drawings. Handle price escalation claims in accordance with contractual terms and government indices. Coordinate with site engineers and contractors to ensure billing inputs are aligned with actual execution. Liaise with clients, consultants, and internal departments for bill approvals and clarifications. Maintain billing records, supporting documents, and client correspondences. Ensure compliance with government and contractual billing standards for projects like refineries, oil & gas units, substations, DRDO facilities, educational institutions , etc. Monitor cost variations and highlight any deviations from BOQ. Support internal and external audits related to billing. Skills & Qualifications: B.E./B.Tech in Civil Engineering or related discipline. Minimum 10 years of relevant experience in billing for government building construction projects. Strong knowledge of: DSR , CPWD Works Manual , and IS Codes Rate analysis for non-schedule items Price escalation calculations Government project billing protocols Proficient in MS Excel , AutoCAD , and ERP software (e.g., SAP, Oracle, or similar billing systems). Excellent communication and coordination skills. Attention to detail and strong documentation capabilities. Preferred Experience: Experience with large-scale government projects such as: Refineries Oil & Gas installations Power substations Defense Research (DRDO) projects College or institutional buildings Familiarity with public sector tendering and billing mechanisms.
