1. JOB PURPOSE

Provide clinical leadership to the AMR program toachieve the program objectives

Lead and manage clinical HIV care and the researchcomponent of the AMR program

Evolve the medical strategy, according to needs,and provide implementation support, promote quality and uphold MSF-OCA (Operation Center Amsterdam) standardsof clinical care

Support medical director and other platforms inOCA to implement research outputs in OCA

Functionally manage the project medical lead ofthe clinical care component and research coordinator and allied team

KEY ACCOUNTABILITIES

Reducedmortality and morbidity in patients treated for AHD by provision of access tocare and comprehensive medical care to patients accessing MSF Patna project

Build upon existing medical strategyto improve access to AHD care and decrease mortality and morbidity associatedwith AHD

Enable and monitor the provision ofcomprehensive medical care to patients admitted to MSF ward, according to MSFOCA standards

Ensure improvement and maintenanceof MSF OCA quality standards of hospital management, human resource deployment,medical supply, clinical care, patient safety, health promotion and outreachactivities

Enable availability of specialistmedical advice through MSF tele-medicine platform or OCA public healthdepartment or other validated sources

Enable periodic update (or creation)of treatment protocols according to OCA standards and monitor adherence to thesame

In consultation with project medicalteam, country pharmacist, specialist advisor of OCA public health department maintain and improve medical supply list to suit needs of medical care package

Ensure that medical supplies areprocured according to quality assurance framework including thoserequiring exceptional validation

Ensure safety related to medicalissues (Bio-safety, universal precautions and health and safety in theworkplace) is guaranteed to the highest possible level, by implementing all MSFpolicies, protocols and procedures (i.e. Use of condoms, needle accidents,etc.)

Overseeand steer epidemiology and social medicine (anthropology, person centered care,health promotion and community engagement) strategy and activities accordingto agreed frameworks and needs

Overall, ensure compliance with health policies,ethics, strategies, procedures and tools of OCA

Advise and support the projectmanagement team in;

Improvingpatient access to MSF project in Patna

Buildingcommunity and health system networks for patient support and continuum of care

Routinemonitoring and evaluation of medical care activities to improve overall qualityof care

Planningof activities and resources (human resources, medical supply, laboratory,referral services, and finances) required to achieve project objectives

Stock management of medical supplies

StrategyDevelopment and planning of the AMRprogram

Along with program lead, develop andsteer the implementation of a program strategy (including clinical care,research, learning and advocacy) to achieve the objectives of AMR program

Along with program lead, design and delivera realistic and achievable multi-year program plan, inclusive of all componentsof the AMR program.

Adapt the strategy, programcomponents models of care and activities to meet the needs of specific patientgroups and overall AMR program objectives

Lead, chair or participate (asapplicable) in various advisory platforms (steering committee, medical supportteam, specialist advisor team, operational support team) and implementstrategic and technical advice emerging from these platforms

Contribute to the planning andmanagement of annual and the overall multi-year budget

Contribute to development,presentation and revision of annual plans according to standard OCA processes

Draft and submit routine reports tovarious accountability platforms

Represent the AMR program andparticipate, routinely in standard MSF OCA MedOps platforms

Contribute to the ethical oversight of theoverall MSF intervention in Bihar, the strategy of AMR program, clinical careand research processes
