Job Title: Head - Technical Services Job Purpose: To lead the entire Technical Services team, guide & direct the team members and effectively support during the project and operations phases. Risk Authorization: Identify and mitigate risks related to all Technical Services activities during project and operation phases. Budgetary Control: Monitor and control costs associated with all Technical Services activities during project & operation phases. Supervisory Control: Responsible & accountable for personnel management in Technical Services section. Key Responsibilities And Deliverables Financial: Project Phase: Continuous monitoring & control of all costs associated with Technical Services project activities Operations Phase: Consolidating and presenting Annual budget of Fertilizer Plant. Monitoring and highlighting deviations from the approved budgeted figures Facilitate the optimisation of catalysts, chemicals procurement & their inventory Facilitate the optimisation of consumables usage Annual budget preparation of Technical Services Section and compliance to approved budget. Customer (Internal/External): Project phase: Effective coordination with all other functions and stakeholders Operations phase: Extending timely support to all functions Process: Project phase: Timely completion of all Technical Services related project activities including engineering, procurement, construction, pre-commissioning and commissioning. Support in reviewing Technical & Engineering Specifications, Equipment Datasheets, PIDs, Equipment & Piping Layouts, Inspection & Test Plans, Piping Line lists, Isometrics, 3D model, control loop narratives, logic diagrams, loop & functional integrity, hook-ups, electrical load lists, etc. for detailed engineering phase of the Project. Support in HAZOP, QRA, Air Dispersion modelling, Flares radiation study, Fire systems adequacy study, etc. Review of Tender documents, Procurement specifications, Commissioning, Technical calculations as necessary. Monitor the Engineering, Procurement, Construction, Pre-commissioning and commissioning activities. Highlight deviations from schedule and suggest mitigation options. Support inspections & clearance of equipment & piping, I & C systems, electrical systems, etc, during various stages of the project. Monitor effluents and emissions discharges and highlight deviations from statutory requirements to the respective disciplines. Develop, implement and comply to the project procedures. Operations Phase: Ensure support to the operation team during normal operation & shut-down, emergencies / up-sets to achieve planned production. This is done by data analysis and suggestions to improvise / correct. Provide advance information on deteriorating equipment performance to the respective discipline Heads, for necessary corrective actions and follow up on the same. Support in controlling effluents and emissions discharge to meet statutory requirements. Technical Decision making on Plant, as and when required. Support in maintaining optimum inventory of Catalysts, Chemicals & Consumables. Coordinate and prepare Plant breakdown / deviations investigations. Provide practicable consensual suggestions. Identify, suggest and take-forward Plant improvements to improve yield / throughput / Safety / Environment Support and coordinate in Management of Changes. Support in procurement of catalysts, chemicals, other items as necessary and inspections of the same, as required. Preparation of scope of works for Service Contracts, tendering, review of contract bids, Contract awarding and implementation. Day-to-day coordination with other sections for prioritising activities. Prepare Shutdown & Plant Turnaround Planning and execution schedules. Ensure and maintain safe working practices and procedures in the section. Fertilizer Overall Performance monitoring and improvement. Other responsibilities: Develop and implement the best operational management systems & practices. Prepare MIS reports and other non-routine reports, as required. Develop, implement and comply to the management systems with respect to Quality, Health, Safety, Environment. Compliance Safety Governance (CSG): In-depth understanding and knowledge of QHSE requirements during Project and Operation phases. Familiar with Job Safety Analysis (JSA). People: People management for the Section, including recruitment, training & development, leave management. Required Competencies Functional: Competent in Engineering and operation aspects of: Unit operations in general and fertilizer-related in particular Simulation software such as HYSIS, ASPEN All equipment in fertilizer Different types of materials used in fertilizer industry Codes and Standards Statutory regulations 3D model HAZOP, QRA, environmental studies Cost estimation for projects, production modelling, project feasibility reports indicating payback. Trouble shooting: Should have basic idea of design criteria, working principle, application for different types of static & rotary equipment used in process plant. Should have knowledge of RCA methodologies to analyse & co-relate observations to evolve solution. Responsibilities:- Process monitoring : Make systems and procedures for daily monitoring of all operational parameters for achieving the strategic objectives to take necessary corrective actions for the same. Process improvement : To organize periodic brainstorming and technical discussion sessions to Identify, conceptualize, evaluate, implement, and monitor the progress of specific projects for process improvement as well as the improvement of safety and environment, review of cost data and making operational changes in processes. Evaluate new technologies that can be used to upgrade the plant manufacturing processes for achieving higher production efficiency safely and in environment friendly manner at minimum cost. Assess safety and environment hazards and initiate actions for their improvement. Ensuring statutory compliances such as factories act , IBR etc. Maintenance Coordination : Providing equipment for maintenance in safe & isolated condition & coordinate with common services Inventory planning and procurement support : Carry out daily reviews of existing stock to ensure that the plant is getting the supply of necessary material inputs as per the production requirements Technical Skills : Hands on experience of operating the Urea plant. Good knowledge of Urea process fundamentals, Urea quality parameters, steam and cooling water systems Knowledge of budgeting and costing processes. Knowledge of Maintenance processes. Experience on different machines such as rotating and reciprocating compressors and pumps, reactors, distillation/ stripping columns etc. Knowledge of statutory requirement for compliance to factory laws, labour laws etc. Proven ability to identify the root causes of the day-to-day problems in plant operation, suggest the corrective and preventive actions and coordinate with various departments for execution Ability to prepare technical notes for improvement schemes within plant, calculate energy savings and undertake preliminary technical and commercial evaluation Should have good knowledge of safety systems, work permits, annual safety planning, equipment handing over for maintenance, EHS compliance and audits wrt ISO 9001, ISO 14000 systems. To develop process flow diagrams (PFDs), piping and instrumentation diagrams (P&IDs), and process simulation models for ammonia and urea production. Optimize process design for energy efficiency, cost-effectiveness, and meeting environmental standards. Provide expertise on ammonia synthesis, urea synthesis, and related utilities. Identify process bottlenecks and recommend improvements for enhanced operational performance. Review and approve process design packages, including equipment specifications, sizing, and vendor selection Coordinate with other engineering disciplines (mechanical, electrical, civil) and contractors to ensure seamless integration of process systems. To process hazard analysis (PHA), risk assessments, and safety audits to identify and mitigate potential hazards in the process design Prepare process engineering documentation and reports for management reviews, stakeholder presentations, and project progress meetings Required Qualifications: Education: Bachelor's or master's degree in chemical engineering or related field Experience: Minimum of 12 years of experience in FEED , process engineering, d etailing engineering with at least 5 years in a leadership role in ammonia and urea production projects. Familiarity with Standards: Understanding of industry standards and regulations (e.g., ISO, ASME, API, environmental, and safety standards).

Key Responsibilities: 1. Project Leadership: o Lead and manage the engineering design, procurement, construction, and commissioning phases of the fertilizer project. o Ensure the project is executed within scope, schedule, and budget while maintaining quality and safety standards. o Provide technical guidance and leadership to project teams, including engineers, contractors, and consultants. o Facilitate the identification and mitigation of project risks and resolve technical and non-technical issues. 2. Engineering Design & Coordination: o Oversee the design and engineering activities for fertilizer production facilities, including equipment layout, utility systems, and infrastructure. o Coordinate with process engineers, electrical engineers, mechanical engineers, civil engineers, and other stakeholders to ensure integrated designs. o Review and approve engineering documentation, such as design calculations, drawings, and technical specifications. o Ensure the application of industry best practices, compliance with relevant standards (e.g., API, ANSI, ISO), and adherence to local regulations. 3. Project Planning & Scheduling: o Develop and manage detailed project plans, including timelines, milestones, resource allocation, and cost estimates. o Coordinate with procurement teams to ensure timely and cost-eective acquisition of materials and services. o Monitor project progress and adjust schedules or resources as needed to mitigate delays and cost overruns. o Track key performance indicators (KPIs) to ensure the project stays on track. 4. Cost & Budget Control: o Oversee the preparation of project budgets and ensure cost control measures are in place. o Monitor expenditures and ensure the project remains within financial constraints. o Approve vendor invoices, ensure compliance with contract terms, and negotiate any necessary changes. 5. Safety & Quality Assurance: o Ensure all engineering activities comply with health, safety, and environmental regulations. o Implement and enforce a robust quality assurance program, ensuring all work meets required technical standards. o Conduct safety audits, risk assessments, and inspections throughout the project lifecycle. 6. Stakeholder Management & Reporting: o Maintain regular communication with senior management, project stakeholders, and clients to provide updates on project status, key challenges, and solutions. o Prepare and deliver detailed progress reports, cost reports, and presentations for executive teams. o Ensure alignment with stakeholders' expectations, including project goals and scope changes. 7. Team Development & Collaboration: o Foster a collaborative environment between all project stakeholders, including clients, vendors, contractors, and cross-functional teams. o Mentor and develop engineering talent within the project team. o Promote continuous improvement and innovation in project execution. • Strong knowledge of fertilizer production processes (e.g., ammonia, urea, NPK). • Expertise in project management tools, cost estimation, and scheduling software (e.g., MS Project, Primavera). • Experience in managing multi-disciplinary teams, contractors, and stakeholders. • Excellent communication, leadership, and problem-solving skills. Desired Skills: • Deep knowledge of fertilizer plant operations, including process safety and environmental regulations. • Ability to handle multiple priorities and work under pressure to meet project deadlines. • Strong negotiation and decision-making abilities.
