Officer/Senior Buyer Operations Procurement (Engineering Background) PSA India, a subsidiary of the Port of Singapore Authority, plays a crucial role in Indias maritime and logistics industry. With a strong focus on efficiency, innovation, and sustainability, PSA India manages key port terminals, container handling, and related services. As we continue to grow, we are seeking a dynamic Senior Buyer Procurement to drive operations procurement efforts within the engineering categories. Job Title Procurement Senior Buyer (Designation depends on candidature) Location PSA Mumbai (Nhava Sheva) Role Overview This role is primarily responsible for operational procurement of engineering-related goods and services, covering maintenance, repair, spares, consumables, and services linked to quay cranes, RTGs, RMGs, utilities, and terminal infrastructure. The Senior Buyer will play a key role in ensuring timely, compliant, and value-driven procurement execution while also championing digitalization, automation, and process transformation within PSA India Procurement. The role goes beyond transactional buying it requires challenging the status quo, driving demand aggregation for ARC/BPA opportunities, and enabling autonomous sourcing and e-sourcing adoption to deliver measurable efficiency and cost savings across PSA Indias business units. Key Responsibilities Manage end-to-end operational procurement of engineering-related PRs, ensuring accuracy, compliance, and timely conversion into POs. Drive automation and digitalization initiatives, including implementation of autonomous sourcing and e-sourcing platforms. Lead demand aggregation efforts across PSA India BUs to unlock value through ARC (Annual Rate Contracts) and BPA (Blanket Purchase Agreements). Conduct robust sourcing and competitive tendering processes in alignment with approved specifications, technical scopes, and business needs. Perform TCO (Total Cost of Ownership) and TVO (Total Value of Ownership) analysis to ensure optimal sourcing decisions. Proactively challenge existing practices and introduce innovative procurement approaches for cost optimization and process efficiency. Collaborate closely with Engineering, Operations, Finance, and Stores to ensure alignment of procurement activities with operational requirements. Manage vendor relationships, including onboarding, performance monitoring, SLA/KPI reviews, and development of supplier improvement plans. Ensure strong procurement governance, compliance, and adherence to PSAs procurement policies and controls. Contribute to the development of procurement dashboards, digital workflows, and reporting for visibility and decision support. You will have significant responsibility from the start and will be expected to execute and deliver on time and in line with PSA Indias procurement policies, targets, and business needs. We expect you to drive procurement compliance and ensure strong governance by promoting process adherence. Who We Are Looking For 5-7 years of procurement experience, preferably in engineering, port operations, logistics, or manufacturing industries. Strong exposure to operational procurement, sourcing, and vendor management in engineering/maintenance categories. Proven track record of driving e-sourcing, automation, or procurement digitalization projects. Experience in ARC/BPA creation and management, with focus on demand consolidation. Analytical, structured, and commercially astute with strong negotiation skills. Comfortable in challenging traditional practices and introducing innovative approaches. Strong stakeholder management with the ability to engage engineering and operations teams effectively. Proficiency in Oracle Fusion, NetSuite, or other ERP systems preferred.
