Role & responsibilities Handling procurement processes in accordance with organizational and regulatory requirements, preparing tender documents, carrying bid evaluations, coordinating with vendors and internal teams to ensure timely procurement, ensuring compliance with procurement guidelines and maintaining documentation, etc. Qualifications: MBA / LLB / CS / BBA and familiarity with GFR, CVC guidelines, and e-procurement platforms. Role & responsibilities 1. Support the department in procurement of Goods, works, and services. 2. Plan procurement roadmaps, implement contract schedules 3. Preparation of EOI, drafting of RFP, evaluation & shortlisting of bids. 4. Should have enrich knowledge of GEM, CPPP, E procurement portals, GFR, CVC, Gem GTC, state procurement policy. 5. Support the department in procurement and contract management related policies and activities in the state. 6. Work on building capacity of directorate and district level officers for improving the Procurement process (improvement of project designing with KPIs & SLAs that are enforceable and assure delivery of quality services) and contract management (ensuring compliance to KPIs and SLAs) capacity especially for critical services. 7. Identification of critical services where private sector can be engaged through on-call/empanelment and designing systems/processes for enabling the same. 8. Support the department in seeking appropriate approvals, from GoI, for implementing innovative strategies for addressing relevant gaps, as required 9. Support in developing strategies for change management through capacity building measures and phased transition plans 10. Support in on-boarding and project management of PPPs/contracts, Goods and works. Preferred candidate profile Master degree with diploma in public procurement Total Relevant Experience: At least 5years of relevant experience in developing systems for public procurement at hospital level Relevant Experience: Experience in secondary/tertiary public hospitals in contract development and management for contracting out and in services

Job Title: Program Officer Procurement Location: Chennai, Tamil Nadu Experience Required: 3-5 years Salary: 75,000/month (Consolidated) Objective: To design, implement, and monitor procurement management systems for the RIGHTS Project, ensuring alignment with World Bank procurement policies and state regulations, thereby supporting effective service delivery for persons with disabilities. Key Responsibilities: Providing technical assistance and guidance for procurement of goods, works, and consulting services in compliance with World Bank guidelines. Preparing procurement documents including EoIs, RFPs, RFQs, MoUs, contracts, and bidding documents. Assisting in bid process management: responding to queries, evaluating proposals, and facilitating contract awards. Preparing Procurement Plans and updating them regularly based on implementation progress. Ensuring inclusion of environmental and social management provisions in bid documents. Supporting the preparation and finalization of the Procurement Manual for TN RIGHTS. Managing contract administration and ensuring compliance with contractual obligations. Collaborating with Finance to align procurement with fund disbursements and ensure smooth financial operations. Supporting audit processes, post-procurement reviews, and procurement reporting. Advising implementing agencies on new Detailed Project Reports (DPRs) and procurement planning. Supporting evaluation committees in reviewing and negotiating bids. Making field visits as needed to oversee procurement implementation and support line departments. Performing any additional tasks assigned by the Project Director or relevant authority. Experience: Minimum 3-5 years of experience in procurement functions. Experience with government projects , World Bank-funded or externally aided social development programs is desirable. Skills: Strong working knowledge of procurement strategies and tools . Proficiency in MS Office and experience with business applications or resource planning systems. Excellent communication skills in Tamil and English . Strong report writing, analytical, and negotiation skills. Ability to work in cross-functional teams and manage stakeholders effectively.
