We are seeking a highly organized and results-driven Project Manager to lead and manage Government Projects focused on educational infrastructure development, education software including Smart Classrooms, ICT Labs, and Personalized Adaptive Learning (PAL) Labs. The role demands strong project management capabilities, government liaison experience, and a thorough understanding of tender-based implementations. Key Responsibilities: 1. Project Planning & Compliance Understand requirements, BoQ, Scope of Work (SoW), and timelines. Prepare detailed project execution plans in line with client expectations. Ensure 100% compliance with audit documentation. 2. Execution & Delivery Oversee end-to-end implementation of Smart Class, ICT Lab, and PAL Lab setups. Monitor hardware/software installation, configuration, testing, commissioning and training. Ensure timely delivery, quality control, and handover of completed sites as per SLAs. 3. Vendor & OEM Coordination Coordinate with OEMs for timely supply of equipment. Manage vendor partners for manpower, logistics, training, and support services. 4. Team Leadership Supervise on-ground project teams including Site Engineers, Coordinators, and Support Staff. Track daily activities, resolve field-level issues, and enforce implementation checklists. 5. Stakeholder Management Act as primary liaison with Government authorities, School Principals, DIET/SCERT/NIC officials, and other stakeholders. Participate in review meetings, inspections, and audits conducted by the department. 6. Reporting & Documentation Maintain detailed project records: Site Readiness Reports, Delivery and Installation Reports, Work Completion Certificates, Daily Progress Reports, etc. Prepare MIS, dashboards, and weekly progress updates for internal and external reporting. 7. Training & Handover Facilitate training sessions for teachers on using Smart Class and PAL platforms. Ensure smooth handover of systems with signed documentation and feedback reports. Key Qualifications: Education : B.E./B.Tech (IT/ECE/CS/EEE/any) or equivalent. Experience : 510 years in managing large-scale government ICT/EdTech projects. Skills : Strong understanding of Smart Class, ICT Lab, and PAL technology components. Experience with project execution. Knowledge of project tools like MS Project, Excel, MS Office, etc. Ability to lead large teams and work under tight deadlines. Preferred Attributes: Experience in multi-district/state rollout of government education projects. Exposure to smart education software platforms (LMS, PAL Engines, etc.). Willingness to travel across locations and work extended hours during project go-lives.

Around 2.8 million people in Bihars cities face multidimensional poverty, with 1.4 million classified as severely poor (NITI Aayog 2023). Limited access to clean water, sanitation, healthcare, education, and stable jobs affects low-income families, women, youth, and informal workers. Globally, urbanization is accelerating, with Asia and Africa driving most of the growth. In many developing countries, urban expansion outpaces infrastructure development, deepening urban poverty. India exemplifies these challenges, with over 85% of its urban workforce in the informal sector, where poverty and inequality. Addressing these issues requires innovative solutions focused on the most vulnerable communities. The Bihar Urban Graduation Program, a strategic initiative within the Satat Jeevikoparjan Yojana (SJY) Urban program, is designed to address these critical issues. The program adopts a multifaceted approach to combat urban poverty by promoting sustainable livelihoods, enhancing financial inclusion, fostering social empowerment, and ensuring access to basic services. By addressing poverty from multiple dimensions, SJY Urban seeks to reduce economic vulnerability and increase resilience among the urban poor. SJY Urban prioritises women and youth, recognising their pivotal roles in achieving sustainable growth, particularly in urban settings. A focus on urban youth aligns with global calls for inclusive growth and the need to address the aspirations. About the position: J-PAL South Asia at the Institute for Financial Management and Research seeks qualified applicants for the position of Research Associate (RA). The position offers an opportunity to gain first-hand field management and research experience in an organization undertaking cutting-edge development research. The RA will report to the Research Manager and work closely with the Principal Investigators (PIs). The RA will be based out of Patna, and work out of the JEEViKA office. The RA will represent the research team on the ground and play a critical role to implement the research project.
