As a Master Mariner/Captain with a minimum of 1-2 years of shore experience, and preferably with sailing exposure in Bulk carriers, you will have the opportunity to oversee navigation standards on company vessels. Your responsibilities will include conducting annual navigation audits and initiating independent reviews as required. It will be your duty to ensure timely internal audits of vessels and office operations, circulating audit and inspection reports promptly, and ensuring proper closeouts. Your role will involve developing and implementing training programs for onboard and shore-based personnel on safety and environmental protection. You will be responsible for conducting incident investigations, finalizing reports, and distributing them internally. Additionally, you will be coordinating periodic Management Review (MR) meetings and monitoring and reporting internal HSSEQ KPIs. You will handle inquiries and monitor compliance with HSSEQ standards, supporting periodic SMS manual revisions. It will be essential for you to maintain and review accident/near-miss data, communicate regulatory updates, and coordinate with office management. You will also need to track upcoming regulatory changes and assess their impact, serving as a permanent member of the Emergency Response Team. In this role, you will support departments on quality and safety matters, contributing to management reviews, evaluating internal/external audit findings, and master reviews. You will be responsible for ensuring vessel compliance with national and international regulations, reviewing master's SMS feedback, hazard/accident reports, and implementing corrective actions or procedural updates. Furthermore, you will ensure the implementation of flag state, class guidelines, and current regulations, updating SMS accordingly. You will review vessel NCRs, initiate corrective actions and procedural amendments as necessary, and plan and follow up on audits to ensure compliance and effectiveness. Your oversight will extend to ensuring the timely completion of SMS/SMC certifications and dispatching transmittals to vessels. Your role will also involve planning and conducting training programs for office staff with MR coordination, organizing regular SOPEP and mock drills, and maintaining SOPEP manuals per current requirements. You will be responsible for maintaining ISM shipboard, apex, and office manuals, ensuring current versions and necessary approvals, and monitoring the implementation of new regulations and conventions. Additionally, you will analyze HSSEQ committee reports for fleet-wide trends, ensuring appropriate follow-up, and assist in screening, interviewing, and appraising personnel as needed. You will prepare risk assessments for vessels, manage MOC processes, and maintain related records, as well as assist in office and vessel audit preparations, including documentation for PSC inspections.
