Job Summary FHI 360 is seeking applications from qualified and experienced candidates to fill a new position of Monitoring, Evaluation and Learning (MEL) Manager for EpiC India. The incumbent is to be based at the FHI 360 Country Office in New Delhi and will be responsible for all strategic information (SI) responsibilities related to the project, including all monitoring, evaluation, analytics, reporting and documentation of performance and results. The MEL Manager will work closely with the project leadership, state and district level program and SI team members of EpiC and sub-grantee partners, to enhance or develop systems across sites and technical/thematic areas to support monitoring of service delivery and performance in real-time to improve service quality and impact and to meet reporting requirements. S/he will work across technical teams to provide consistent guidance and training on appropriate results frameworks and knowledge management practices for the project and its strategies. The MEL Manager will systematically strengthen the alignment of program strategies and activities to lessons learned from program data and client experiences. Job Responsibilities: Set-up / enhance the MEL and performance reporting system for the EpiC project, which will include working with the program team and sub-grantees to collect, analyze, monitor and report on performance of HIV services and activities. Qualifications: 10+ years of relevant experience in Software development and minimum 3 years of experience in leading distributed development teams successfully Experience as Applications Development Manager Experience in developing large scale applications involving technologies such as – Java, Angular, Oracle DB, JMS/MQ, Kakfa Messaging Queue, App Server like WAS, Weblogic and Tomcat. Experience in maintaining legacy application while developing new components with modern architecture using micro-services. Strong knowledge on Agile, SDLC process, UAT and Business Analysis process. Experience in managing complex downstream reporting to various corporate critical systems.
