We have been mandated by a large global conglomerate for the below mentioned position. Position Name : Manager / Sr. Manager HR & Liaisoning Location : Jharkhand Qualification : Graduate / Postgraduate in HR / Law / Public Administration / Industrial Relations Experience : 10+ Years Job Purpose : The incumbent will be responsible to effectively manage liaisoning activities with various government authorities, statutory bodies, and local administration while also supporting HR functions. Key Result Area: A. Liaisoning : Establish and maintain strong working relationships with government departments such as Labour, Factory Inspectorate, Pollution Control Board, State Electricity Board, Industrial Development Authorities, Police, District Administration, and others. Represent the company in statutory hearings, inspections, and meetings with officials. Ensure timely renewal and procurement of licenses, permits, NOCs, and statutory clearances (e.g., Factory License, Consent to Operate, Environmental Clearances). Handle compliance and coordinate with legal teams for court cases, RTI responses, or government inquiries. Monitor changes in government policies, labour laws, and industrial regulations and advise management on implications. Manage community relationships and CSR-related communications in coordination with local leaders and administration. Support land acquisition, utility connections (water, electricity), and township/colony administration-related coordination. Prepare reports, maintain documentation and follow-up for all liaison activities. B. Human Resources : Assist in implementation and compliance of HR policies, procedures, and statutory requirements (PF, ESIC, Labour Welfare, etc.). Support recruitment, onboarding, and documentation of staff and contract labour. Coordinate with line managers on manpower planning and deployment. Manage contract labour records, liaison with contractors, and ensure compliance under CLRA Act. Support grievance redressal, disciplinary actions, and workplace conflict resolution. Ensure maintenance of statutory registers and timely submission of returns. Key Skills & Competencies: Strong networking and relationship management with government and statutory authorities. Excellent communication, negotiation, and influencing skills. Sound understanding of labour laws, industrial regulations, and statutory compliances. Problem-solving attitude with a focus on resolution and risk mitigation. High level of integrity and discretion in handling sensitive information. Ability to travel locally and operate independently.
