Required Qualifications: Experience: Minimum 3 years of experience as a proposal manager/technical writer in federal contracting, particularly with DoD proposals. Track Record: Demonstrated success in winning federal contracts within the last two years. Contracting Knowledge: In-depth understanding of IDIQ contracts, GWACs (GSA MAS, Polaris SB, OASIS+), and other government contracting vehicles. Technical Skills: Strong technical writing skills with an ability to translate complex technical solutions into clear, compelling proposals. Collaboration: Experience working cross-functionally with technical, management, and business development teams. Organization: Excellent project management skills and the ability to manage multiple deadlines and competing priorities. Communication: Strong written and verbal communication skills. Tools: Proficiency with proposal management and submission tools (e.g., SharePoint, Salesforce, GovWin, SAM.gov, etc.). Experience with Native Hawaiian Organizations (NHO) or other 8(a) businesses.
