Job Title: Quantity Surveyor and Planning Engineer Location: Assam, India (Refinery Project Site) Department: Project Controls / Contracts & Planning Employment Type: Full-Time, Site-Based Experience Level: 5–10 years (Minimum 3 years in Oil & Gas / Refinery projects preferred) Job Summary: We are seeking a skilled Quantity Surveyor and Planning Engineer to manage cost control, budgeting, estimation, and project scheduling for a refinery construction project in Assam. The ideal candidate will be responsible for delivering accurate quantity take-offs, progress tracking, cost forecasting, and ensuring adherence to timelines and contract terms in compliance with refinery industry standards. Key Responsibilities: Quantity Surveying: Prepare detailed quantity take-offs from drawings, BOQs, and specifications. Support in preparation and validation of client & subcontractor bills (RA bills, IPCs). Monitor site measurements , variations, and change orders. Evaluate subcontractor claims , assist in negotiations and settlement. Maintain records of material usage, wastage , and reconcile with BOQ. Support procurement and budgeting decisions by providing quantity and cost insights. Planning & Scheduling: Develop and maintain baseline project schedule using tools like Primavera P6 or MS Project. Prepare weekly/monthly progress reports , dashboards, and look-ahead plans. Monitor critical paths , float, resource allocation, and update schedules with actuals. Coordinate with site engineers and stakeholders to mitigate delays and ensure on-time delivery. Conduct EOT (Extension of Time) analysis and delay impact studies. General: Liaise with client’s planning and billing teams for coordination Ensure statutory and contractual obligations are met (especially relevant in refinery/O&G environments). Assist in project audits, risk assessments, and management reporting.
