1. Lead and supervise the implementation of project , program and relevant Agreements and MOUs as well as mandates from the board and SMG and Meetings of the Signatories (MOS) of MOUs and other subsidiary of the organisation, including: (a) Initiating and supervising work required to achieve specific results. (b) Entering into cooperative arrangements with other entities, including intergovernmental, governmental and non-governmental organizations, to implement decisions and to facilitate the implementation of the organisation. 2. Lead and supervise the organization of and the provision of direction on substantive work of the Secretariat, including: (a) Conceptualizing, prioritizing, planning and overseeing the work required from the Secretariat to prepare policy decisions to achieve Convention objectives. (b) Developing for each meeting of the SMG, BoD, etc. strategic objectives for the implementation and further development of the organisation and related Agreements and MOUs. 3. Supervise preparation of meetings of the SMG, BoDs and MOS and Working Groups or Committees established under the organisation and meetings planned or scheduled during intersessional periods for the preparation of the next SMGs, BoDs, MOS, and of negotiating conferences for Agreements under the Organisation, and of technical workshops. 4. Strengthen cooperation and collaboration with other relevant multilateral environmental agreements as well as representing the CMS Secretariat at various relevant fora and intergovernmental meetings, conferences, and organisation processes, as may be necessary. 5. Effectively manage the Secretariat's human and financial resources as approved by the Secretariat's governing bodies as well as manage, mentor and empower the Secretariat staff. 6. Liaising with non-Parties to encourage them to become Parties to the organisation and relevant Agreements under the organisation and organize meetings with high-ranking representatives of non-Party countries to encourage them to take action towards development of the organisation and related Agreements. 7. Formulate policies and procedures for the proper management of the CMS Secretariat by assigning and delegating responsibility to senior managers for the implementation of the approved work programme, and planning with staff the distribution and coordination of major tasks while retaining full accountability for the delegated tasks. 8. Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting.
