Duties & responsibilities This position will be responsible for managing the below areas Support the Chief Engineer / Dy. Chief Engineer in managing the , Electrical, Plumbing installations & maintenance within the facility; Responsible for preparation of critical spares list for all installations as per manufacturer s recommendations and plan for the inventory where the maintenance is carried out with in-house teams; Implement and oversee the pre-emptive maintenance program to reduce the risk of sudden failures of critical equipment; Assist the Chief Engineer to review the maintenance/service practices of M&E Contractors to deliver quality work practices in line with the manufacturer recommendations; Maintain the logbooks, checklists and PPM schedules for all M & E installations; Manage Downtime/ Breakdowns; Ensure the contractors follow the house rules at all times and the projects are handled with minimum inconvenience to the Client; Responsible to handle the shifts independently on all Engineering related matters; Responsible for daily reporting on M & E to the Chief Engineer; Generate Service maintenance reports on office equipment s; Generate Inventory and Purchasing of spares and consumables; Generate Downtime and breakdown incident reports. Performance objectives To achieve excellence in preventive maintenance programs at (Client) with highest standards and ensure energy conservation practices; Assist the Chief Engineer / Dy. Job Summary: Project Specialist-Procurement will serve as a procurement expert responsible for managing and executing procurement activities related to civil works, tools, machinery, and equipment particularly within the ITI and DVET. The role requires in-depth experience in public procurement processes, including PWD norms, BoQ-based tendering, and multilateral agency procurement guidelines such as those of the World Bank. The Specialist will oversee procurement ensuring strategic planning, contract and vendor management, regulatory compliance, and alignment with Government of Maharashtra systems. The role demands hands-on experience in procurement execution for infrastructure development and technical training institutes, with a focus on quality assurance, timely delivery, and stakeholder coordination. Essential Functions of the Job: 1. Procurement & Vendor Management Manage procurement for DVET, GoM and World Bank components. Ensure vendor selection, onboarding, and performance monitoring in line with policy frameworks. Manage e-tendering like GeM, Mahatenders, etc. 2. Strategic Procurement Planning Prepare, implement, and monitor comprehensive procurement plans. Ensure timely and cost-effective procurement of goods, civil works, services, and consulting support. 3. Market Analysis & Supplier Engagement Conduct procurement market research and analysis. Promote competitive bidding, vendor engagement, and category-specific strategies. 4. Procurement Operations Identify and apply appropriate procurement methods and tools. Draft procurement documents including ToRs, RFQs, RFPs, bid evaluations, and contracts. Ensure compliance with GoI, GoM, World Bank, and CVC procurement norms. 5. Issue Resolution & Quality Assurance Support dispute resolution, bidder queries, and contract negotiations. Address complaints and clarifications related to the bidding and award process. Coordinate with QA teams to ensure goods/services meet specifications and inspections 6. Contract Management Develop and oversee contract management plans to ensure compliance with scope, timeline, and budget. Monitor deliverables, performance, payments, and amendments using online contract management tools. 7. Monitoring, Evaluation & Reporting Track procurement milestones and update procurement MIS systems (e.g., CM-MIS). Provide support in preparing strategic documents, manuals, SOPs, and procurement reports. 8. Stakeholder Coordination Liaise with technical departments, legal advisors, vendors, and officials. Collaborate with DVET, industry partners, and World Bank. Required skills and personal attributes: Strong understanding of procurement rules and procedures of GoI, GoM, and World Bank. Excellent drafting skills for bid documents, RFPs, and contracts. Experience in vendor engagement, negotiation, and contract lifecycle management. Proficient in use of e-procurement portals like GeM, MahaTender, etc. Analytical mindset with the ability to assess market trends and procurement risks. Excellent interpersonal, communication, and stakeholder coordination skills. Ability to manage high-value and multi-stakeholder procurements with minimal supervision. Fluency in English and Marathi is essential. Strategic thinking, problem-solving attitude, and documentation expertise. Job Requirements: Education: MBA / Chartered Accountant / Postgraduate in related fields / Engineering / Management / Procurement from a reputed institution. Preferred Institutions: TISS, Mumbai / Pune University / NMIMS (School of Social Sciences) / IIM (Public Policy) / VNIT / COEP Experience: Minimum 5 years of post-qualification experience in procurement & contract management in large-scale projects. Prior experience in World Bank / ADB / multilateral-funded projects preferred. Experience in state-level procurement in Maharashtra highly desirable. Exposure to procurement in the Skill Development / TVET / ITI ecosystem preferred Experience handling procurement of civil works, consulting/non-consulting services, goods, ITI machines and equipment and IT equipment.
