Job Description We are seeking a highly motivated and detail-oriented research assistant to support research and analytical work across the domains of Water, Sanitation and Hygiene (WASH), climate resilience, public policy, and development finance. This role involves primary and secondary research, policy analysis, data management, and preparation of high-quality outputs to inform programme strategies, policy briefs, and knowledge dissemination. This will be a contractual position for an initial term of 11 months, renewable on mutual consent. Activities and Tasks Responsibilities would include, but not be limited to, the following: Conducting literature reviews, policy analysis, and secondary research on WASH, climate resilience, public policy, and development finance; Collecting, cleaning, and analysis of primary and secondary data, including spatial, environmental, and demographic datasets; Assisting in writing technical reports, research papers, briefing notes, and case studies; Supporting the development of knowledge products such as articles, presentations, and infographics; Documenting field studies, stakeholder consultations, and project processes in coordination with team members; Maintaining databases and supporting data visualization using tools such as Excel, Power BI, or GIS platforms; Tracking relevant national and international policies, frameworks, and practices in WASH, climate resilience, public policy, and development finance; Providing support to other IIHS activities including academics, research, training, practice, operations and others; Participating in all activities of Institution-Building at IIHS; carrying out tasks as assigned by IIHS; and traveling on IIHS work within or outside the country as and when needed. Structure and Reporting The research assistant will be an External Consultant coordinating with the Senior Lead Capacity Development at IIHS and will be required to collaborate effectively with a diverse group of internal teams and external individuals/ organisations, and students. Person Specification The ideal candidate should have: A postgraduate degree in Public Policy, Development Studies, Environmental Studies, Economics, Finance, Rural/Urban Studies, Climate studies or a related field; 13 years of relevant experience in research and analysis in the areas of WASH, climate resilience, public policy, and/ or development finance; Strong analytical skills and familiarity with qualitative and quantitative research methods; Excellent writing and documentation skills in English; proficiency in a regional language is a plus; Proficiency in MS Office; experience with data analysis tools (e.g., Excel, SPSS, R) and mapping software (e.g., QGIS, ArcGIS) is desirable; The ability to manage tasks independently and meet deadlines in a dynamic, team-based environment; Desirable Attributes: Experience in field data collection or working with environmental datasets; An understanding of water and sanitation systems in urban and rural contexts; Interest in climate adaptation, sustainability, and public policy; The willingness to travel for short-term research or documentation assignments, if needed. As a Water Supply Expert, you will ideally hold a master's degree in environmental engineering, public health engineering, hydrological engineering, water resources engineering, civil engineering, or structural engineering from a recognized university. A basic bachelor's degree in Civil Engineering or equivalent is also acceptable. You should have a minimum of 12 years of general experience and at least 10 years of specific experience as a Water Supply Expert. Your expertise should include undertaking planning and detailed engineering design work for major water supply network infrastructure projects, particularly in urban development, complete water supply (ground and surface water), treatment, and related infrastructure designs. Experience in planning, designing, and implementing externally aided projects in the urban sector would be advantageous. Your responsibilities will include collaborating with the national Team Leader, Deputy Team Leader, other Sector Experts, and Climate and Disaster Resilience Expert to plan and design municipal infrastructure development subprojects related to water supply networks, treatment plants, and related structures. Your tasks will involve reviewing existing information, strengthening urban infrastructure vision and improvement plans, preparing urban strategy and city investment plans, prioritizing subprojects, conducting feasibility studies, and preparing comprehensive project reports and bid documents. You will also supervise topographic surveys, integrate survey results into designs, contribute to planning and designing water supply networks and treatment plants, and ensure compliance with national and international standards for climate resilience and disaster risk management. Additionally, you will be responsible for preparing detailed engineering designs, construction drawings, cost estimates, and specifications for water supply subproject components. Furthermore, you will assist in capacity building initiatives, governance reforms, and revenue generation mechanisms, as well as provide inputs for reports and participate in training programs based on your sectoral expertise. Your role may also involve supporting the adoption of value capture financing tools for sustainable revenue generation and contributing to ongoing reform processes as required by the Client and national Team Leader.,

Role & responsibilities Develop the framework for the analysis and the corresponding data requirements, frequency and duration of historic data, acceptable sources (i.e. primary and secondary), and other requirements; agree on a timeframe for the process of economic assessment; Financial and economic analysis of the selected sub-projects, particular emphasis should be given to extended economic analysis in view of significant indirect benefits that may result from the proposals. Participate in the workshops and discussions with relevant government and other stakeholder groups to develop, strengthen, and refine the objectives, and scope, of the project. Prepare detailed financial and economic analysis of sub-projects and the overall investment proposals following ADB guidelines. Recommend mitigation measures to help safeguard risk exposures; Prepare financial and funds flow for community grants, project management and administration budget line items, training and other relevant cost items of the project; Prepare a financing plan for the project and describe the flow of funds and disbursement procedures; Review the current staffing and staffing policies and structures of the EA and assess the requirements in terms of number and qualifications of financial management staff and map required staff and positions to determine recruitment needs; Undertake an overall governance and risk assessment of the PF and the EA and develop specific actions for management of risks, including capacity development recommendations; Review structures, personnel management, budget, and staff for project implementation and identify human and other resource constraints.
