JOB DESCRIPTION/ RESPONSIBILITIES: Under the guidance and supervision of the Programme Manager (State Technical Consultant Team Leader), National Program Manager, NI and in alignment with Govt. of West Bengal, key duties and responsibilities of the Senior Software Developer will include: Key Roles & Responsibilities: (1) Lead the development team in designing and developing the portal for the rice fortification program; (2) Provide customized MIS report in the login of all stakeholders and in the portal; (3) Work with the IT Team of the F&S Department and integrate the designed portal within the existing system; (4) Provide guidance to the Software Developer; (5) Create and maintain detailed project plans, timelines, and documentation; (6) Develop robust and scalable architecture for the portal, ensuring it meets government standards and requirements; (7) Design and implement system integrations with existing government platforms; (8) Ensure the security and privacy of sensitive data within the system; (9) Oversee the coding and development of complex modules within the portal; (10) Implement best practices for software development, including code reviews, testing, and version control; (11) Optimize the performance of the portal for reliability and efficiency; (12) Serve as the primary technical liaison between the development team and government stakeholders; (13) Facilitate regular status meetings and communicate project progress to all stakeholders; (14) Ensure all development activities comply with government regulations and standards; (15) Conduct thorough testing and validation of the portal to ensure it meets functional and non-functional requirements; (16) Implement continuous improvement processes to enhance the portal over time; (17) Any specific task assigned by state PMU/Nutrition International or the F&S Dept; (18) The scope of work is subjected to modification based on the evolving needs of the program and the governments requirements. 4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: Qualification and Experience: (1) 1st Class MCA or 1st Class B.E./ B. Tech/ M.Sc. in IT/ Computer Science; (2) Minimum five years of experience as Software Developer in Government Project. (3) Proven track record in software design, development, documentation & implementation support. Skills and Competencies: (A) Specialization: Android Development; (1) At least 4 years of experience in Android Development, with a strong understanding of Java/ Kotlin and the Android SDK; (2) Experience with app components such as Activities, Services, Broadcast Receivers, and Content Providers; (3) Proficient in UI frameworks, MVP/MVVM architecture, and developer tools and workflows; (4) Experience with Android networking, including REST APIs, HTTP, and third-party libraries; (5) Understanding and basic level of proficiency in .Net, CSS, HTML, and JavaScript to contribute to the development of the application's web-based features; (6) Display the ability to work autonomously and collaboratively within a team, showcasing exceptional communication and coordination skills; (7) Possess excellent problem-solving skills, enabling you to tackle complex technical challenges and provide optimal solutions; (8) Experience with iOS app development and cross-platform mobile development; (9) Experience with reactive programming and functional programming paradigms; (10) Experience in building and deploying Android apps to the Play Store. (B) Specialization: Database Management Systems: (1) Extensive knowledge of SQL and SQL server tools; (2) Experience in Database Performance, Development and Maintenance; (3) In-depth understanding of database security, backup and recovery, and performance monitoring requirements; (4) Familiarity with relational and dimensional data modelling; (5) Extensive knowledge in database design, implementation, and conversion; (6) Knowledge of Power Shell and Unix shell scripting; (7) Experience with SSAS, SSIS, and SSRS; (8) A solid mathematics and statistical skills; (9) Meticulous attention to detail; (10) MCSE/MCSA certificates preferred; (11) Working knowledge of Linux and Windows Server infrastructures; (12) Knowledge of database technologies (MySQL, MS SQL, PostgreSQL Oracle, MongoDB). (C) Specialization: Asp .Net / .Net Core: (1) At least 4 years experience in Net development (2) Expertise in ASP.NET Core WebAPI, Entity Framework Core, (3) Proficiency in MS SQL database development, Stored Procedure, TSQL (4) High level proficiency with HTML5, Bootstrap, JavaScript. 5. COMPENSATION OFFERED: Gross compensation for this position could be up to a maximum of Rs. 75,000/- per month depending on the required skills and experience. The compensation will be subject to withholding of taxes, as applicable. 6. NATURE OF ENGAGEMENT: The selected candidate shall be appointed as Full time Consultant for fixed term assignment with Strategic Alliance Management Services Pvt. Ltd. (SAMS).
