Project Manager / Project Engineer – Island Development Project Location: Kibandiko Island, Zanzibar Employment Type: Full-time, On-site Contract Type: Project-based (with potential for extension) About the Role: We are seeking a highly skilled and adaptable Project Manager / Project Engineer to lead and oversee the infrastructure development of Kibandiko Island , located off the coast of Zanzibar. This unique and ambitious project involves the planning, construction, and delivery of multi-purpose infrastructure in a remote, underdeveloped setting. The ideal candidate will bring a hybrid skill set , combining engineering expertise, project management capabilities, and quantity surveying proficiency. Experience working in developing nations , especially in off-grid or resource-constrained environments , is essential. You must be prepared to live on-site full time and operate effectively in an autonomous, hands-on capacity. Key Responsibilities: End-to-End Project Oversight : Lead planning, scheduling, execution, and delivery of construction and infrastructure works on the island. Technical Engineering Supervision : Provide detailed engineering input for civil, structural, and utility-related works. Troubleshoot technical issues and guide local contractors. Budgeting and Cost Control : Manage project budgets, perform quantity take-offs, and conduct cost estimations. Maintain strict control over expenditure and resource allocation. Procurement and Logistics : Source materials and equipment locally and internationally. Oversee supply chain and delivery logistics in a remote setting. Contract and Documentation Management : Draft and review contracts, manage variations, and ensure compliance with local building regulations and codes. Stakeholder Communication : Liaise with investors, government authorities, community representatives, and suppliers to ensure transparent and smooth operations. Team Leadership and Training : Supervise a multicultural construction team, including local workers. Mentor and build local capacity where possible. Site Management : Maintain site safety, quality assurance, and environmental compliance. Lead regular site inspections and reporting. Risk and Contingency Planning : Identify risks related to site access, climate, supply chain, and labor, and develop mitigation strategies. Requirements Degree in Civil Engineering , Construction Management , Quantity Surveying , or a related field. Minimum 3 years of experience in mixed-role project delivery (PM/PE/QS), ideally in remote or developing country contexts . Demonstrated success managing full-cycle construction projects , from pre-development through handover. Proficient in cost estimation , budget control , and contract administration . Strong knowledge of tropical construction challenges , off-grid infrastructure, and environmentally sustainable practices. Excellent interpersonal and cross-cultural communication skills. High level of autonomy, resilience, and adaptability. Must be willing to live and work full-time on Kibandiko Island (accommodation provided).
