R &R 1. HSE Compliance at Region: a. Responsible for Zero Accident / Incident At Work Place (project sites). b. Attend Kick - off meeting along with Safety officer and review Job Safety Analysis document of all execution activities c. Audit over Work Method Statement and precautions with the Safety Officer / Cluster Manager / ROH before work starts d. Evaluate legal compliances and ensure applicable statutory & other regulatory requirements are fulfilled with Site Safety Officers 2. Supervision of Safety Officer Sites a. Prepare daily / weekly plan for Site Visit of Self & Safety Officers b. Prepare a monthly training calendar for site trainings under guidance of Safety Manager. Supplement Site HSE inspections & relevant HSE training at the jobsites in co-ordination with Site HSE officer. c.Investigate all near misses, incidents, accidents, first aid cases and HSE non-compliances alongwith site team and safety officer and recommend preventive and corrective actions to prevent reoccurrence 3. Safety norm implementation in Region a. Coordinate for purchase and quality control of safety related PPEs / safety gadgets. b. Organise campaigns, competitions & other special emphasis programmes to promote HSE at workplace. c. Incorporate Job Safety Analysis in routine orders and ensure that they are being followed . 4. Audit & Inspection a. Conduct HSE Audit and Inspection during the Project duration. b. Ensure completion of site compliance report on monthly basis for all sites in the region c. Ensure that work, once started, is carried out as planned and in accordance with the Occupational Safety and Health Legislation regulations and codes of practice d. Facilitate Monthly Safety committee meeting and share safety best practices followed at sites e. Prepare and present MIS report of monthly site training & findings from site visit in Monthly safety committee meeting 5. Perform the role of HSE officer for key sites a. Regional Safety incharge will be entrusted with responsibilities of HSE officer for Key site ( Infra/ High value/ Critical) 5.1. HSE Planning and Pre-work commencement a. Attend Kick Off meeting of new sites and compiling the applicable safety SOP for the site based on contract & site inspection b. Know the requirements of the Project HSE Plan and Regulations and other relevant legislation and how it applies to the project c. Verify Work Method Statement and share precautions with the Cluster Manager / ROH before work starts d. Prepare testing schedule of critical safety tools/tackles/machinery and ensure its implementation e. Ensure that all tools/tackles/ machinery sent to site are safe and fully equipped with safety tools. and are tested in accordance with the Project HSE Plans. f. Make certain that only fit and trained technicians/workmen are deployed at site for g. Provide written Job Safety Analysis, to explain the sequence of operations, to outline potential hazards at each stage and indicate precautions to be adopted at site 5.2. HSE activity at site during execution a. Coordinate HSE activities between client and subcontractors deployed at site to align safety responsibilities b. Report hazards which might arise from overhead or underground power lines and other situations which might lead to unnecessary improvisations on site c. Give all Project Engg./Supervisors and leading hands precise instructions on their responsibilities for proper working methods; see that they do not require or permit men to take unnecessary risk. d. Arrange delivery and stacking of materials to avoid risks by double handling; position large equipments effectively; ensure that the electricity supply is installed and maintained without endangering men and equipment. Ensure appropriate, copies of current test certificates are available. Report defects in equipment (if any) e. Supervise worksite so that work is carried out to the required standard with minimum risk to men, equipment, materials and environment. 5.3. Other HSE aspect during execution a. Inspect provision for adequate lighting, facilities for welfare and sanitation etc. b. Ensure that proper housekeeping is maintained at work site. c. Ensure that a qualified first-aider has been identified & trained and all items of first-aid kit are available at site and their location and usage is known to employees d. Audit labour camps periodically wherever applicable & submit the same to Cluster manager e. Arrange for proper signages/boards at site to make staff deployed at site aware about the safety measures 5.4. Reports & MIS a. Ensuring timely submission of site compliance report along with Project engineer b. Timely Addressing & resolving all issues highlighted in Client dashbord d. Preparing & submitting Monthly / weekly Client EHS report along with EHS statistics e. Monthly EHS statistics report to be submitted to Regional Safety SPOC & Regional Operations Head f. Collect Safety certificate from client on safe practices at site 5.5. Site Supervision & training on the job a. Ensure staff engaged in execution are clearly briefed on the safety guidelines and safety precautions are adhered at all times b. Organise short duration dedicated HSE training sessions to impart safety knowledge to staff c. Plan and conduct Reward and Recognition program for field employees for demonstrating exemplary safety behaviour and actions. d. Check that all repair and maintenance work is carried out safely on site and that emergency repairs are dealt with adequate safety measures as soon as possible
