Responsibilities of PD · Onsite leadership: Lead a team of onsite personnel in technical, project management, design and implementation areas to drive day-to-day project construction, planning and implementation activities. · Oversight on all contracts / contractors (see Contract Schedule) : Exercise oversight on all contractors and consultants to ensure their performance and delivery based on the scope of services detailed in their respective contract, in close collaboration with the MD of VPHPL and senior advisers at the Noida office o Oversee contractor RFP, evaluation and selection o Make recommendations on employing external advisers for project management and / or specific advisory assignments. o Direct the performance and management of design consultants and advisors to ensure that the site has timely resources (Eg.: GFC Drawings, Drawings List, engineering and construction documents) to proceed with implementation. o Hold contractors accountable for their deliverables under their contract o Exercise powers of the employer, including but not limited to: § Requiring adherence to contractual terms § Requiring key personnel employed by contractors possess the required qualifications and skillsets § Recommending respective recovery and corrective action in the event of delays and non-performance · Overall project management : Through an external project manager (PMC) and / or VPHPL team, ensure that the project is managed within the given parameters of time, quality, safety and cost, by o Developing and implementing project management policies, processes, and procedures. o Preparing detailed implementation schedule, ensuring necessary resources are in place for achieving the same, effectively tracking the schedule on planned versus actuals and take necessary steps to ensure no time over run occurs. o Develop and implement a daily / weekly / monthly work schedule for planning purpose o Conduct thorough risk assessments and establish contingency plans to ensure the resilience of project timelines and outcomes. o Develop and implement risk mitigation strategies for potential challenges in project delivery. o Ensure and drive compliance with all regulatory requirements. o Planning, budgeting, quality assurance and cashflow management. o Implement project control measures to optimize project efficiency and financial performance. · Safety: Build a strong safety culture. Lead onsite HSES resources – including personnel from the PMC, VPHPL and the civil contractor – in adopting and implementing best practices on HSES. Establish accountabilities for implementation of site HSES plan, ensuring compliance and a creating a safe work site. · Oversight and initial approval of payments : Exercise additional oversight (with PMC assistance if any) on payments to vendors and contractors by o Reviewing and approving the verification / certification for progress payments o Review invoices and ensure proper documentation before providing approvals. o Ensure adherence to internal compliances (Eg: procurement policy) as approved by the board from time to time. · Reporting : Facilitate timely reporting to InfraCo Asia o Review periodic reports prepared by VPHPL / PMC personnel on key parameters, including safety o Develop and maintain robust reporting mechanisms, ensuring transparency and accurate communication on project progress, challenges and achievements. o On a weekly basis, check-in with the Management Committee (ManCom) of the Pareng project and at stated intervals, to InfraCo senior management. · Collaboration : Collaborate closely with the MD of VPHPL and senior advisers at the Noida office to enhance overall management and ensure project success o Render necessary cooperation and support while conducting any due diligence by the Lenders’ Engineer (LE) appointed by IREDA and / or any future investors o Coordinate with state government authorities and regulatory bodies when required o Build an effective onsite organization by hiring, motivating and retaining resources in planning, design, engineering, project management and other fields Show more Show less
