Bid Manager - Government Business & GeM Portal Expert Bid Manager specializing in Government Business, with a strong focus on the Government e-Marketplace (GeM) portal. About the Role We are seeking a highly motivated and detail-oriented Bid Manager to lead our efforts in securing contracts within the Government sector. The successful candidate will be the primary owner of the entire bid lifecycle, focusing on Requests for Proposal (RFP), Requests for Information (RFI), and Requests for Quotation (RFQ) specific to government tenders, particularly those processed through the GeM portal. This role requires a deep understanding of government procurement processes and exceptional skill in crafting winning, compliant proposals. Key Responsibilities Bid Management and Strategy End-to-End Ownership: Manage the complete lifecycle of RFP, RFI, and RFQ responses for Government business opportunities, from initial analysis through submission and post-submission follow-up. GeM Portal Expertise: Independently monitor, identify, and successfully respond to all relevant leads, tenders, bids, and reverse auctions published on the Government e-Marketplace (GeM) portal. Compliance & Risk: Ensure all proposals are fully compliant with tender requirements, technical specifications, legal clauses, and government regulations. Identify and mitigate potential risks associated with the bid. Strategy & Value Proposition: Develop a compelling and persuasive bid strategy, working with Sales and Technical teams to define clear value propositions, pricing models, and competitive differentiators. Proposal Development Content Creation: Write, edit, and review high-quality, professional and complex proposal content, ensuring clarity, consistency, and a winning theme throughout the document. Coordination: Coordinate input from cross-functional teams including Sales, Technical/Presales, Finance, Legal, and Delivery to gather necessary information, documents, and approvals. Document Management: Maintain a centralized repository of standard bid collateral, company credentials, technical documents, and reference materials specific to government tenders (e.g., GeM-specific requirements). GeM-Specific Operations GeM Opportunity Analysis: Analyze GeM tender documents thoroughly to understand scope, terms, technical specifications, and eligibility criteria. Vendor Management on GeM: Ensure the organization's registration and necessary credentials (e.g., product/service listings, past performance data) are up-to-date and accurately reflected on the GeM portal to meet all bidding prerequisites. Post-Bid Follow-up: Track bid status on GeM, respond to clarifications, and manage all necessary post-bid formalities. Required Qualifications & Skills Experience: Proven experience of [Minimum 2+] years in a Bid Management or Proposals role, with a significant focus on Government Tenders and Public Sector Undertakings (PSUs). GeM Expertise (Mandatory): Demonstrable, in-depth, and working knowledge of the Government e-Marketplace (GeM) portal, including responding to specific leads, tenders, and reverse auctions. RFP/RFI/RFQ Mastery: Good experience in analyzing, managing, and creating compliant and high-quality responses to complex government RFP/RFI/RFQs. Communication: Exceptional written and verbal communication skills, with a proven ability to synthesize complex technical and commercial information into clear, concise, and compelling proposal documents. Project Management: Strong organizational and project management skills, capable of managing multiple bids simultaneously under strict deadlines. Educational Background: Bachelor's degree in Business Administration, Marketing, Engineering, or a related field.
