Job Description – Project Manager (Railway Signaling & Telecom Projects) Position Title: Project Manager – Railway Signaling & Telecom Department: Projects / Engineering Location: PAN India (Site & HO as required) / Noida Reporting To: Head – Projects / COO 1. Position Overview The Project Manager will be responsible for end-to-end planning, execution, monitoring, and delivery of Railway Signaling and Telecom infrastructure projects. The role involves coordination with Indian Railways, RDSO, divisions, OEMs, contractors, and internal engineering teams to ensure timely, compliant, and quality-driven project execution. The manager must ensure adherence to safety, technical specifications, RDSO guidelines, and contractual obligations. 2. Key Responsibilities A. Project Planning & Execution Prepare detailed project implementation plans, schedules, and resource allocation for signaling and telecom works. Manage installation, testing, and commissioning of systems such as: Electronic Interlocking (EI) Panel Interlocking (PI) Axle Counters, Track Circuits Point Machines Telecom networks (OFC, IP-MPLS, VHF/UHF, NMS, OFC based Intrusion Detection System) IoT and RDPMS/EIDS systems (if included) Conduct site surveys, finalize BoQs, drawings, and mobilize resources. Ensure execution strictly as per approved drawings, RDSO/IRS specifications, Railway manuals, and tender scope. B. Stakeholder Coordination Act as the primary interface with Railway officials (PCSTE, CSTE, Sr.DSTE, DSTE, OEM teams). Coordinate with contractors, vendors, and field teams (S&T). Organize periodic project reviews, progress meetings, and technical clarifications. C. Technical & Compliance Management Ensure compliance with RDSO specifications , IRS S&T standards, and Telecom guidelines. Review technical submittals, method statements, QAPs, FAT/SAT reports, and design documents. Manage Type Tests, Routine Tests, and Field Validations for signaling/telecom equipment. Verify asset configuration, wiring plans, logic sheets, network diagrams, and integration plans. D. Documentation & Reporting Prepare weekly/monthly progress reports, DPR, WIR, test certificates, and commissioning documents. Maintain complete project documentation including CRP, cable charts, as-built drawings, QMS records, and AMC handover files. E. Quality, Safety & Risk Management Implement strict safety procedures as per railway safety standards. Identify project risks, delays, site challenges, and implement mitigation plans. Ensure high-quality workmanship for signaling gear and telecom equipment. F. Commercial & Contractual Management Monitor project budget, vendor invoices, material consumption, and contract obligations. Raise Variation Statements (VS), change requests, and support billing & measurement activities. Ensure AMC readiness and defect liability compliance. 3. Required Skills & Competencies Technical Skills Strong knowledge of Railway Signaling systems: EI, PI, MAC, BPAC, Axle Counters, Track Circuits, Point Machines, Signal Gears. Understanding of Telecom systems: OFC, SDH, IP-MPLS, Routers, Switches, VHF/UHF, NMS, Wi-Fi, LTE. Knowledge of drawings: interlocking diagrams, TD sheets, wiring diagrams, network diagrams. Familiarity with RDSO specifications, IRS guidelines, safety circulars, and test formats. Experience in Integration of IoT-based monitoring systems (RDPMS, EIDS, LC Gate Monitoring) is an added advantage. Project & People Skills Excellent project planning, scheduling, and resource management. Strong leadership with ability to manage distributed field teams. Excellent communication with Railway officials and internal stakeholders. Problem-solving, decision-making, and conflict-management skills. Proficiency in MS Project/Primavera, Excel, AutoCAD review, and documentation management. 4. Qualifications & Experience Degree : B.Tech / B.E in Electronics, Electrical, Instrumentation, Telecom, or related fields. Experience : 7–15 years in Railway Signaling & Telecom projects (RDPMS/EI/PI/OFC/Axle Counter/Telecom). At least 2–3 major project executions in Indian Railways/Metro Rail. Certifications (Preferred): IRSE, PMP/PRINCE2 Safety certifications Experience with RDSO type test procedures and QAP. 5. Key Deliverables On-time commissioning of signaling & telecom assets.
