Key Responsibility Area – HR Operations Manager (Construction Industry) 1. Workforce Planning & Deployment Collaborate with project managers to forecast manpower needs across multiple sites. Oversee recruitment and onboarding of skilled and unskilled labor, engineers, and site staff. Coordinate deployment, transfer, and release of workers based on project lifecycle. HR Operations Management – End-to-end handling of HR processes (recruitment, onboarding, payroll, compliance, exit) 2. HR Policy Implementation & Compliance Ensure compliance with labor laws, industry regulations, and internal HR policies. Manage audits and documentation for legal compliance (e.g., labor licenses, contract labor records). Liaise with government agencies and ensure all statutory obligations (ESI, PF, CLRA, etc.) are met. 3. Payroll & Attendance Management Ensure timely and accurate payroll processing across multiple project sites. Implement biometric or digital attendance systems to track daily attendance and overtime. Manage wage registers and salary disbursement for both direct and contract employees. 4. Contract Labor Management Manage relationships with labor contractors and ensure adherence to labor laws. Monitor and verify contractor compliance with safety, wage, and working condition norms. Conduct regular audits of contractor documentation and workforce data. 5. Employee Relations & Grievance Redressal Address worker grievances and resolve disputes promptly. Conduct disciplinary investigations in coordination with site managers. Foster positive labor relations, especially in unionized environments. 6. Safety, Health & Welfare Support the HSE (Health, Safety, Environment) team to enforce safety training and PPE compliance. Monitor worker welfare, including housing, sanitation, and canteen facilities. Ensure implementation of wellness programs and awareness campaigns at sites. 7. Training & Development Identify skill gaps and coordinate training for site staff and labor (technical, safety, behavioral). Track training attendance and effectiveness; maintain training records. Develop leadership pipeline by training supervisors and junior managers. 8. HR Data Management & Reporting Maintain accurate employee data in HRIS systems. Generate regular HR dashboards and reports (turnover, absenteeism, productivity). Ensure data privacy and regulatory compliance in all HR documentation. 9. Performance Management Support site managers in setting KPIs and reviewing performance of field and support staff. Coordinate appraisal cycles, promotions, and performance improvement plans. 10. Site-Level HR Support Act as the first point of contact for all HR matters at project sites. Regularly visit sites to assess employee morale and operational issues. Ensure a consistent HR presence across geographically dispersed sites 11. Administrative & Documentation Skills Documentation Management – Maintaining accurate employee files, contract labor registers, statutory returns, etc. Policy Drafting & Implementation – Drafting site-specific HR policies (leave, discipline, welfare). Record Keeping – Ensuring timely updates to registers, muster rolls, wage sheets, and compliance documents. Required Skills & Qualifications: Master's degree in HR Minimum experience of 10 years in HR, with at least 5 years in an operational or managerial role. Experience in construction, engineering, or field-based industries preferred. Strong knowledge of employment law, safety compliance, and workforce management.
