Senior HR Manager IT Staffing and Client Delivery (Government Project)

About the Role

Varathra IT Technologies PVT LTD is looking for an experienced Senior HR Manager to own end-to-end HR delivery for a Karnataka State Government e-Governance programme based in Rajajinagar, Bengaluru. You will be the single point of contact for the client for the full project period: from hiring and deploying a team of around 24 IT professionals to running payroll, statutory compliance, performance reviews, attrition control and service-level reporting.

The role is client-facing. You will work closely with senior Government officials, attend review meetings, handle escalations by email and phone, and visit the client office on demand. Fluency in both English and Kannada is essential.

Key Responsibilities

Hiring and mobilisation

Plan and run hiring for IT roles such as Project Manager, Technical Architect, Lead / Senior / Junior Software Engineers, UI/UX Engineer and Business Analyst.

Screen candidates strictly against the client's qualification and experience criteria, and deploy selected resources within 15 days of requirement.

Coordinate client written tests and interviews, follow up on results and submit replacement profiles quickly.

Build and maintain a pre-screened reserve pipeline for every role for quick replacement.

Onboarding and compliance

Complete onboarding: appointment letters, NDAs, third-party background verification, group medical insurance enrolment and biometric registration.

Ensure full statutory compliance: EPF, ESI, Professional Tax, TDS, minimum wages, Maternity Benefit Act and applicable Karnataka labour laws.

Maintain complete and audit-ready employee records.

Payroll, attendance and invoicing

Reconcile attendance from the client's biometric system and administer leave as per client rules.

Ensure salaries are credited by the 5th of every month and statutory remittances are made on time.

Prepare the monthly invoice support pack: attendance certificates, work reports, salary and remittance proofs.

Client management and governance

Act as the single point of contact for the client for all resource matters, acknowledging requests the same working day.

Attend weekly, monthly and quarterly reviews, and visit the client office on demand for escalations.

Track service levels (deployment, replacement, salary, reports) and prepare monthly SLA, payroll, resource and attrition reports.

Performance, retention and exits

Run monthly performance scorecards and improvement plans with client team leads.

Keep attrition low through regular employee connect, grievance handling and early-warning tracking.

Manage resignations, 60-day notice, knowledge transfer, asset return and client NOC before release.

Required Candidate Profile

10 to 15 years of HR experience, including at least 5 years in IT staffing, contract staffing or managed services HR.

Proven experience as client SPOC for a team of deployed contract resources, ideally 20 or more.

Hands-on IT recruitment experience for technical roles (Java/.NET/Node.js, React/Angular, databases, BA, UI/UX).

Strong working knowledge of payroll and statutory compliance (EPF, ESI, PT, TDS) and Karnataka labour laws.

Experience with HRMS and payroll software, and advanced MS Excel for reports and reconciliation.

Fluent in English and Kannada (speaking, reading and writing) for interaction with Government officials and documentation.

Resident in or near Rajajinagar, Bengaluru, and able to work full time from the client office.

Mature, composed and professional in handling senior stakeholders and escalations, including on-call support when required.

Preferred

Experience on Government, PSU or e-Governance staffing contracts and familiarity with tender SLAs and penalties.

MBA / PGDM in HR or equivalent professional qualification.
