Position Overview We are seeking a detail-oriented, commercially strong, and process-driven Proposal & Tender Manager to lead the end-to-end preparation and submission of techno-commercial proposals across all verticals. The candidate must be capable of translating technical solutions into compelling commercial submissions while coordinating with operations, engineering, supply chain, and finance teams. An additional requirement is hands-on experience with import/export documentation, commercial paperwork, and vendor databook compilation , critical for our growing supply, import, and manufacturing business. Role & responsibilities : 1. Proposal Management Prepare high-quality technical and commercial proposals for projects across SPM, FPSO, LNG Transfer Systems, offshore logistics, hose supply, O&M, and equipment manufacturing. Coordinate inputs from technical, operations, engineering, fabrication, and finance teams. Draft and adapt commercial terms (payment terms, taxes, LDs, exclusions, warranties, etc.). Develop and maintain standardized proposal templates and documentation formats. 2. Tender Management Review RFQs, RFPs, ITTs, and tender documents; extract scope, qualification criteria, and submission requirements. Prepare submission schedules and ensure timely delivery of both online and physical tender submissions. Coordinate Pre-Qualification (PQ), EOI documents, compliance matrices, and certifications. Ensure full compliance with client specifications and tendering protocols (ONGC, IOCL, BPCL, NRL, Vedanta etc.). 3. Import/Export Documentation & Commercial Paperwork Prepare and review commercial documentation including: Proforma invoices Packing lists HS codes, COO, COO certifications Freight/insurance documentation Bank and LC-related documents Liaise with freight forwarders, customs brokers, and logistics teams for import consignments. Track shipments, coordinate pre-alerts, BL downloads, and customs submissions. Ensure adherence to import compliance, duties, GST, and DDP/DDU/DDP-Kandla documentation requirements. 4. Vendor Data Books & Technical Documentation Compile and format comprehensive Vendor Data Books (VDB) for supplied equipment, drawings, QAPs, ITPs, FAT reports, MTCs, manuals, certificates, warranty documents, etc. Coordinate with OEMs and internal engineering for technical documentation. Maintain a structured repository of VDBs, project records, test certificates, and inspection documents. 5. Content Development & Presentation Develop company profiles, capability statements, reference lists, and past project summaries. Coordinate with graphic/design teams for formatting, layouts, and final deliverables in Word, PDF, and PPT. Maintain databases of past proposals, templates, and credentials. 6. Coordination & Stakeholder Management Liaise with client procurement teams for clarifications and bid alignment. Track ongoing bids, maintain bid status reports, and update management regularly. Participate in strategy discussions for high-value and strategic proposals. Preferred candidate profile Graduate in Engineering / Marine / Offshore / Business preferred. 10+ years of experience in proposal/tender management for offshore, EPC, marine, oil & gas, or industrial supply companies. Understanding of import/export practices, shipping documentation, and customs procedures. Strong expertise in MS Office (Word, Excel, PowerPoint); knowledge of Adobe/advanced formatting preferred. Knowledge of e-tendering platforms (ONGC, IOCL, GeM, HPCL, BPCL etc). Excellent written English, document drafting skills, and attention to detail.
