Janaagraha has partnered with the Department of Housing & Urban Affairs (DoHUA), Government of Assam to provide program design support to its flagship urban transformation initiative called ‘Doh Shaher Ek Rupayan’ and for urban reforms concerning Public Finance Management (PFM), Organization Development (OD - Process & People), and Participatory Governance (PG) to improve the quality of service delivery across Assam’s cities. Knowledge Cataloguing & Documentation Develop and maintain a knowledge catalogue that documents best practices, case studies, tools, and resources related to your key areas of work. Create a repository of project learnings, stakeholder insights, and implementation challenges to enhance institutional memory and inform future program design. Program Update Cadence & Reporting Establish and follow a structured cadence for program updates, supporting the State Lead in engaging regularly with donors, government partners, and Janaagraha’s senior management to provide timely, data-driven progress reports. Qualifications and Experience Master’s degree in Public Policy, Public Administration, Business, Management, Economics, Social Work, or a related field. 7+ years of relevant experience in project management or administration of social development programs, especially in Public Finance, Urban Development and Organisational change Strong project management skills, with experience in multi-stakeholder initiatives. Janaagraha Centre for Citizenship and Democracy (Janaagraha) is a Bengaluru based not for profit institution working to transform the quality of life in India’s cities and towns. To achieve its mission, Janaagraha works with councillors and citizens to catalyse active citizenship in city neighbourhoods, and with governments to institute reforms to city-systems. We directly work with the union, state and urban local governments for advocating, developing reform roadmaps and products, and engendering on-ground change through systemic reforms for “change-at-scale”. Over the years, we have worked with and supported government stakeholders at both central and state level on financial management reforms ranging from resource mobilization, designing inter-governmental transfers, urban infrastructure financing, municipal accounting, budget and expenditure management. Position Summary The Senior Manager, Financial Accountability will act as subject matter expert and lead our work with the CAG, Union and State governments on revising municipal financial management framework including National Municipal Accounts Manual. Moreover, the Senior Manager will also work on developing a framework and plan for at scale digitalization of financial management in Urban Local Governments (ULGs) in India.
