Job Description – Cost Manager (MEP) – Post-Contract Position Title: Cost Manager (MEP) Reporting To: Senior Cost Manager / Associate / Director 1. Role Overview The Cost Manager (MEP) is responsible for managing and controlling all Mechanical, Electrical & Plumbing cost-related activities during the post-contract phase. The role ensures compliance with contract terms, accurate cost reporting, timely valuation of works, and effective commercial administration until project close-out. 2. Key Responsibilities A. Cost Management & Control • Monitor, track, and control all MEP project costs during execution. • Prepare monthly cost reports, cost-to-complete (CTC), cash flow forecasts, and variance analysis. • Validate MEP budget allocations and ensure expenditures are within approved limits. • Recommend cost-saving opportunities and value engineering (VE) proposals. B. Post-Contract Administration • Administer MEP contracts as per agreed terms and conditions. • Manage payment certification, verification of measurements, and approval of contractor invoices. • Ensure timely submission and evaluation of MEP contractor bills and variations. C. Measurement & Valuation • Carry out detailed measurement (BOQ-based, drawings-based, onsite verification). • Validate contractor quantity claims, material reconciliation, and progress percentages. • Prepare and defend cost assessments for variations, dayworks, and claims. D. Change Management / Variations • Identify, assess, and document MEP changes, variations, and scope deviations. • Prepare variation orders (VOs), cost justifications, and commercial recommendations. • Negotiation with contractors/vendors to ensure commercially viable settlement. E. Claims & Contractual Issues • Assist in evaluating claims related to MEP delays, disruptions, prolongation, and extension of time (EoT). • Maintain commercial records, correspondence, and contract documentation. • Work closely with legal and contracts team to protect employer’s commercial interests. F. Procurement Support (if required post-contract) • Support in review and approval of quotations. • Participate in tender clarifications, rate analysis, bid evaluation, and negotiation. G.
