Job Description

JD-QA/QC Engineer

4500 MT Propane Sphere TK-05

Fabrication • Erection • Welding • PWHT • Testing • Commissioning

Experience

Minimum 8 years of directly relevant experience; 10+ years preferred

Salary

As per company policy

Company provisions

Food, visa, accommodation and transport

01 Role purpose

Represent the Employer in assuring the quality and integrity of Propane Sphere, fabrication, erection,

testing and commissioning handover. Provide independent, evidence-based inspection oversight and

prevent release of nonconforming work or incomplete quality records.

This is a field quality leadership role, requiring regular inspections and witnessed tests. It is not a

document-control-only position. Work with the contractors QA/QC team, engineering, third-party

inspectors, HSE and terminal operations.

02 Candidate qualifications

Essential experience and education

  • Degree in Mechanical, Metallurgical or Welding Engineering, or a relevant HND/diploma supported by

substantial comparable pressure-vessel experience.

  • At least 8 years of directly relevant QA/QC experience in pressure-vessel fabrication and erection; 10

years or more is preferred. Demonstrate responsibility for welding, NDT, PWHT, hydrotesting and

mechanical completion.

  • Provide evidence of at least one completed LPG/propane sphere or comparable large field-erected

pressure-vessel assignment, identifying capacity, material, governing code, dates and personal

responsibilities.

  • Demonstrate site leadership, contractor surveillance, inspection planning and quality close-out.

General storage-tank or piping experience alone is insufficient without relevant pressure-vessel

competence.

Mandatory technical competence

  • Practical knowledge of ASME Section VIII Division 2, supported by familiarity with Sections II, V and

IX. Read fabrication drawings, nozzle schedules, weld maps, inspection plans and applicable piping

documents.

  • Valid, verifiable NDT Level II qualifications in applicable methods. UT plus MT or PT is the preferred

combination; RT interpretation and additional methods are advantages. Perform and sign method-

specific examinations only within current qualification and authorisation.

  • For employer-based SNT-TC-1A certification, supply the relevant employer certification and

supporting qualification records. Training attendance alone is not accepted as certification. ISO

9712/PCN credentials must match the method and scope of work.

  • Hands-on ability to review welding procedure specifications (WPS), procedure qualification records

(PQR), welder qualifications and continuity; interpret PWHT charts; verify test packs and traceable

material certificates.

Preferred credentials and project background

CSWIP 3.1 or AWS CWI; ISO 9001 auditor training; coating inspection certification; and

advanced UT experience. API 510 is advantageous for integrity knowledge but does not replace new-

construction code competence.

Experience on major refinery, petrochemical, fertiliser or LPG terminal EPC assignments is preferred.

Candidates must explain their actual inspection responsibilities and provide verifiable references.

Comparable field-erected sphere experience will receive particular consideration.

03 Fabrication and welding responsibilities

Quality planning and document control

  • Review the contractors Project Quality Plan and Inspection and Test Plans (ITPs). Define inspection

coverage, acceptance references, notification periods, hold/witness points and required records for

Employer approval.

  • Maintain a controlled register of approved drawings, procedures and revisions. Raise discrepancies

before execution and obtain written engineering dispositions; never resolve a conflict by selecting

the less stringent requirement.

  • Verify inspector competence and instrument calibration. Plan coverage for simultaneous work fronts,

critical welds, NDT and continuous PWHT activities.

Materials and sphere erection

  • Check material certificates, grades, heat numbers, thickness, condition and traceability from receipt

through cutting, forming and installation. Quarantine unidentified, damaged or nonconforming items.

  • Verify plate identification and orientation, bevels, root gaps, mismatch, curvature, roundness and

nozzle positions against approved drawings. Monitor temporary attachments, tack welds, assembly

sequence and distortion.

  • Witness foundation/interface readiness, support-column alignment, base plates, bolting and

dimensional surveys with the responsible disciplines. Record deviations before erection proceeds.

Welding and examination control

  • Confirm WPS/PQR applicability to material, thickness, process, position and required heat treatment.

Check welder qualification ranges and continuity before production welding.

  • Monitor consumable issue, baking and storage, preheat/interpass controls, welding parameters,

back-gouging and repair procedures. Keep weld identity linked to welder, inspection, repair and

acceptance records.

  • Verify NDT method, extent, timing and acceptance criteria against the governing construction code

and approved weld schedule. Review examination coverage, reports and traceability; arrange

competent Level III support when required.

  • Track weld defects and repair trends, require root-cause action for recurrence, and verify re-

examination and closure. Report actual results without suppressing defects to meet a repair-rate

target.

04 PWHT testing and commissioning

Project specific design controls

The supplied GA, DWG-UTE-22-164-001 Rev 02, identifies ASME Section VIII Division 2, 2021 edition;

SA-537 Class 2 shell material; mandatory PWHT; and ASME stamping/registration as not required.

Verify the current approved design basis before execution. Do not substitute Division 1 rules or impose

a stamping requirement without authorised clarification.

Post weld heat treatment

  • Review the approved PWHT procedure, equipment, thermocouple layout, calibration, recording,

insulation and support arrangements. Verify required heating/cooling rates, temperature uniformity,

soak conditions and contingency measures against the approved procedure.

  • Witness the cycle and review traceable charts and any interruptions or excursions. Obtain

documented disposition of deviations and complete required post-PWHT examinations before

hydrotesting.

  • Enforce the GA restriction prohibiting welding after PWHT. Escalate any proposed later attachment

or repair for formal engineering review and an approved recovery plan before work proceeds.

Pressure testing and reinstatement

  • Verify hydrotest readiness, accepted weld/NDT/PWHT records, approved test boundaries, calibrated

gauges, temporary closures, exclusion zones and competent test personnel. Confirm contract-

required fittings and cooling rings are installed, with components isolated or protected as required by

the approved test pack.

  • Witness filling, venting, staged pressurisation, holding, depressurisation and drainage to the

approved procedure. Verify specified pressure/temperature limits and record foundation settlement

with the civil/survey team.

  • Review tightness tests, cleaning, drying, volumetric calibration where specified, coating inspection

and final reinstatement. Confirm removal of test blinds and restoration of relief devices and

operational connections.

Commissioning readiness

Participate in system walkdowns and pre-startup reviews. Verify mechanical completion, closure of

safety-critical punch items, valve/relief-device records, water-spray acceptance and E&I test evidence

with the responsible specialists. Witness purging, leak checks and functional tests within the approved

commissioning scope. Product introduction remains subject to terminal management authorisation.

06 Deliverables and quality authority

Mobilisation

Gap assessment; inspection coverage plan; document register; reviewed quality

plan and ITPs.

Fabrication and

erection

Material traceability; fit-up and dimensional records; weld maps; welder

continuity; inspection releases.

NDT and PWHT

Accepted examination reports; repair close-out; calibration records; PWHT charts

and disposition of deviations.

Testing and

completion

Approved test packs; witnessed test records; settlement results; reinstatement

and mechanical-completion records.

Commissioning and

handover

Closed critical punch items; commissioning evidence; as-built register; indexed

Manufacturer’s Data Record (MDR) and outstanding-item handover.

Reporting and performance expectations

  • Issue daily inspection records and immediate alerts for critical defects. Provide a weekly dashboard

showing planned/completed inspections, weld and NDT status, repairs, NCR ageing, PWHT/test

readiness and document backlog.

  • Maintain complete traceability and documented release of every applicable hold point. Close

nonconformance reports (NCRs) only after corrective work and supporting evidence are verified.

  • Progressively compile the MDR so records are available at each milestone. Support factual quality

verification of contractor progress without assuming commercial payment authority.

  • Before demobilization, transfer all quality records, open issues, accepted deviations and warranty-

related observations to the Employer’s designated representative. Appointment terms and applicaion

Duration and company provisions

The assignment is for 10 months at Port Harcourt. The written offer will confirm duty hours and rest

days, overtime/compensatory arrangements, leave or rotation, accommodation arrangements,

travel/airfare entitlement, medical/insurance cover, notice provisions and any applicable deductions

before acceptanc
