Job Description Designation: Chief Operating Officer (COO) Reporting To: Managing Director Location: Head Office (with frequent project site visits) Role Purpose The Chief Operating Officer (COO) is responsible for end-to-end operational leadership of the organisation, ensuring timely, cost-effective, safe, and quality-driven execution of all projects from design finalisation through construction, handover, service, and maintenance. The role integrates design, engineering, procurement, contracts, execution, quality, safety, and post-handover operations into a single accountable operating structure, enabling scalability, governance, and margin protection. Functions Under COO’s Control The COO shall have direct or matrix leadership over the following departments: • Architecture & Design • Engineering & MEP • QA / QC • Safety (EHS) • Project Execution • Purchase & Procurement • Quantity Surveying (QS) • Contracts & Vendor Management • Service (Post-Handover Support) • Maintenance & Facilities Management Key Responsibilities 1. Strategic Operations Leadership • Translate business objectives into executable project and operational plans • Build a scalable operating model for multi-project execution • Drive operational readiness for growth (people, process, systems) • Partner with MD on capacity planning, delivery strategy, and risk mitigation 2. Design, Architecture & Engineering Oversight • Ensure design intent aligns with cost, constructability, statutory norms, and timelines • Approve design freezes and change control mechanisms • Integrate architectural, structural, and MEP coordination to avoid execution conflicts • Enforce value engineering without compromising quality or brand standards 3. Project Execution & Delivery • Own end-to-end project execution from mobilisation to completion • Ensure adherence to approved schedules, budgets, and quality benchmarks • Drive milestone-based planning and execution reviews • Resolve inter-departmental and vendor-level bottlenecks proactively 4. Quality Assurance, Quality Control & Safety (EHS) • Establish and enforce QA/QC frameworks across projects • Ensure compliance with statutory, safety, and environmental regulations • Drive a zero-accident culture and safety-first execution mindset • Review non-conformances and implement corrective and preventive actions 5. Procurement, QS & Contracts Management • Oversee procurement strategy, vendor empanelment, and rate finalisation • Ensure cost control through BOQ/BOM accuracy and QS discipline • Own contract structuring, risk clauses, escalation controls, and claims management • Approve major purchase orders and contracts as per delegation matrix 6. Cost Control, Margins & Commercial Governance • Ensure project costs remain within approved budgets • Track cost-to-complete and margin projections periodically • Monitor variations, claims, and change orders • Drive accountability on cost overruns and commercial leakages 7. Service, Maintenance & Post-Handover Operations • Oversee smooth project handover to service and maintenance teams • Ensure post-handover service quality and customer satisfaction • Establish maintenance SOPs, AMC structures, and facility standards • Drive efficiency and cost control in long-term maintenance operations 8. Process, Systems & Governance • Institutionalise SOPs, checklists, and control mechanisms across operations • Drive ERP adoption for procurement, execution, billing, and tracking • Ensure MIS accuracy, reporting discipline, and decision dashboards • Conduct periodic audits of projects, vendors, and internal teams 9. People Leadership & Capability Building • Build and mentor strong second-line leadership across functions • Drive performance culture with clear KRAs and accountability • Identify capability gaps and support recruitment and training • Foster cross-functional collaboration and ownership mindset Key Deliverables & KPIs • On-time project delivery • Cost adherence and margin protection • Quality benchmarks and defect reduction • Safety performance (zero major incidents) • Vendor performance and cost efficiency • Post-handover customer satisfaction metrics Qualifications & Experience Education: • Bachelor’s degree in Civil Engineering (mandatory) • Master’s in Construction Management / Project Management (preferred) Experience: • 25+ years in real estate / construction operations • Minimum 8–10 years in a senior leadership role (VP Ops / COO / Head – Projects) • Proven experience handling multi-project portfolios Core Competencies • Strong execution and delivery orientation • Deep understanding of construction, contracts, and commercial controls • High governance and process discipline • Ability to manage complexity and scale • Strong leadership, decisiveness, and stakeholder management Authority & Decision Rights • Final authority on operational execution decisions • Budget and contract approvals as per delegation • Power to enforce SOPs, timelines, and quality standards • Escalation authority directly to MD
