Primary Role: The Mandal Revenue Officer (MRO) plays a critical role in facilitating land acquisition, revenue administration, and statutory compliance for the establishment of a Greenfield Cement Project. The MRO acts as the nodal officer between the government, local communities, and the project developers to ensure smooth execution of the project in line with legal, environmental, and social frameworks. Key Responsibilities: 1. Land & Revenue Administration Oversee land acquisition processes for the cement plant, mines, and associated infrastructure. Verify land records, ownership titles, and resolve disputes. Ensure proper mutation and updating of revenue records post-acquisition. Coordinate with survey and settlement departments for demarcation of project land. Ensures timely availability of land and clearances for the cement project. 2. Regulatory & Statutory Compliance Implement provisions of the Land Revenue Act, Tenancy laws, and Industrial policies. Facilitate approvals for conversion of agricultural land to industrial use. Ensure compliance with state government directives related to industrial projects. 3. Community & Stakeholder Engagement Act as liaison between project developers and local communities. Address grievances related to land acquisition, compensation, and rehabilitation. Conduct public hearings and consultations as per statutory requirements. Support CSR initiatives and community development programs linked to the project. 4. Coordination with Government Departments Work with departments such as Industries, Environment, Labour, and Mines & Geology. Facilitate clearances for mining leases, water usage, and infrastructure development. Report progress and challenges to District Collector and higher authorities. 5. Monitoring & Reporting Maintain records of land acquisition, compensation disbursement, and rehabilitation. Submit periodic reports on project implementation status. Qualifications: Graduate/Postgraduate in Public Administration, Law, or related field (government service cadre). Skills & Competencies: Strong knowledge of land revenue laws, industrial policies, and government procedures. Excellent communication and negotiation skills for dealing with stakeholders. Ability to balance developmental priorities with social and environmental safeguards. What do we offer?
