Job Description

GeM Portal Specialist & Tender Executive is responsible for managing all activities related to Government e-Marketplace (GeM) operations, tender identification, documentation, submission, compliance, and post-tender follow-ups. This role ensures accurate listing, timely bid participation, coordination with internal departments, and adherence to government procurement guidelines.

Key Responsibilities1. GeM Portal Management

  • Create, manage, and update product listings, pricing, and service offerings on GeM Portal.
  • Ensure accurate cataloging, specification compliance, and timely renewal of listings.
  • Monitor GeM notifications, circulars, and policy updates.
  • Handle order processing, invoice generation, and documentation as per GeM norms.
  • Coordinate with the GeM help desk for issue resolution (listing, payment, documentation, etc.).

2. Tender Identification & Analysis

  • Track relevant tenders via GeM, CPPP, e-procurement sites, and departmental portals.
  • Analyse tender eligibility, requirements, scope of work, and technical specifications.
  • Coordinate with internal teams (Sales, Technical, Finance, QA) for document preparation.
  • Evaluate commercial feasibility and recommend go/no-go decisions.

3. Tender Documentation & Submission

  • Prepare and compile technical bids, financial bids, compliance sheets, and supporting documents.
  • Ensure proper documentation—EMD, affidavits, certificates, declarations, and formats.
  • Upload tender submissions accurately within deadlines.
  • Maintain version control and documentation as per government procurement standards.

4. Post-Tender Activities

  • Track bid status, clarifications, corrigenda, and evaluation updates.
  • Coordinate for presentations, product demos, or meetings required by authorities.
  • Manage contract signing, order acceptance, and post-award documentation.
  • Follow up for payment release, advances, PBG/EMD refunds, and contract completion reports.

5. Compliance & Reporting

  • Ensure compliance with government procurement policies, MSME guidelines, and vendor registration norms.
  • Maintain records of tender performance, win/loss analysis, and pricing history.
  • Prepare MIS reports, monthly tender summaries, and dashboards for management review.

Required Skills & Qualifications

  • Bachelor’s degree in Business, Commerce, Engineering, or related field.
  • Minimum 1–3 years’ experience in GeM Portal operations or tender management.
  • Strong understanding of government procurement rules (GFR, GeM guidelines).
  • Proficiency in MS Office (Excel, Word, PowerPoint).
  • Good communication skills (written & verbal).
  • Ability to work with cross-functional teams and manage deadlines.
  • Attention to detail, documentation accuracy, and analytical skills.

Preferred Qualifications

  • Experience in healthcare, medical devices, or industrial product tenders (if applicable).
  • Knowledge of e-procurement portals like CPPP, e-Tendering, State Tender Portals.
  • Understanding of product cataloging and compliance documentation.
