Job Overview: The Tender Manager for Government Projects will be responsible for managing the end-to-end process of preparing and submitting tenders for government contracts. This role requires strong knowledge of government procurement processes, regulations, and compliance, as well as the ability to collaborate with cross-functional teams to create competitive and accurate tenders that meet client specifications. The Tender Manager will oversee the preparation, submission, and post-submission processes for tenders, ensuring alignment with company goals and compliance with all legal and regulatory requirements. Key Responsibilities: Tender Preparation and Submission: Review and analyze tender documents (e.g., Requests for Proposal (RFP), Invitations to Tender (ITT)) to ensure understanding of client requirements and compliance criteria. Lead the preparation of technical and commercial proposals for government tenders, ensuring the accuracy, completeness, and compliance of submissions. Coordinate with various departments (technical, legal, finance, etc.) to gather necessary information and ensure all sections of the tender are completed effectively. Ensure that tenders are submitted on time and in accordance with government submission guidelines. Government Procurement Compliance: Stay up-to-date with government procurement regulations, policies, and processes to ensure that all tenders meet compliance standards. Ensure that the tendering process adheres to local and international standards, including legal, financial, and technical guidelines. Monitor changes in government procurement policies, procedures, and deadlines and communicate relevant updates to the team. Tender Documentation & Management: Develop and maintain a central repository of all tender-related documents, including previous submissions, supporting documents, and clarifications. Ensure proper documentation of each tenders progress and timelines, ensuring transparency throughout the process. Track the status of ongoing tenders and follow up with relevant parties to ensure deadlines are met. Bid Costing and Pricing Strategy: Collaborate with the finance team to prepare competitive pricing strategies for government tenders, ensuring that pricing aligns with the project scope, cost structures, and profit margins. Ensure cost estimates and pricing are accurate and in line with market standards for government contracts. Provide support in negotiating pricing and terms with suppliers, subcontractors, and partners when necessary. Client and Stakeholder Coordination: Act as the key point of contact for clients (government departments, agencies, contractors) throughout the tendering process. Communicate effectively with internal teams, clients, and suppliers to resolve any issues or queries regarding the tender. Assist in post-tender clarifications or presentations, addressing any questions from the client or evaluation team. Risk Management and Mitigation: Identify potential risks or challenges in the tendering process, including non-compliance, technical inaccuracies, or delayed timelines. Develop risk mitigation strategies to ensure the successful submission of tenders and the competitive positioning of the company. Assess risks associated with project delivery, contract terms, and cost escalation to ensure that the company is well-prepared for potential challenges. Tender Tracking and Reporting: Maintain a clear, up-to-date record of all tender submissions, including submission dates, results, and feedback. Provide detailed reports on tender progress, win rates, and feedback from clients to senior management. Ensure proper reporting on tender-related KPIs and the effectiveness of tendering strategies. Market Research & Opportunity Identification: Conduct market research to identify new government tender opportunities that align with the companys services and capabilities. Monitor government procurement websites, publications, and notices to stay informed about upcoming tenders and contract awards. Evaluate tender opportunities, provide recommendations, and prioritize tenders based on strategic business goals. Post-Tender Activities: Assist in the negotiation phase post-tender submission, ensuring all contract terms and conditions are favorable and in line with company policies. If successful, facilitate the handover of the project to the project management team for implementation. Provide support in post-bid clarifications or revisions based on feedback from clients. Continuous Improvement & Team Support: Contribute to the continuous improvement of the tendering process, proposing new methods, tools, and strategies to increase efficiency and win rates. Mentor and train junior staff in the tendering process and ensure they have the resources and support needed to succeed. Collaborate with other departments (e.g., legal, technical, compliance) to enhance the quality and accuracy of tender submissions. Skills & Qualifications: Education: Bachelor's degree in Business Administration, Engineering, or related field. A Master's degree or professional certifications in procurement, project management, or tendering is an advantage. Experience: Minimum 5-10 years of experience in tender management, specifically in government contracting and procurement. Previous experience working with government agencies is essential. Knowledge of Procurement: Strong understanding of government tendering processes, procurement policies, contract management, and regulatory frameworks. Project Management Skills: Experience in managing multiple tenders simultaneously, with a focus on meeting deadlines, managing resources, and overseeing documentation. Communication Skills: Excellent written and verbal communication skills, with the ability to draft clear, compelling proposals and interact with various stakeholders. Negotiation Skills: Strong negotiation skills, particularly in the context of government procurement contracts. Attention to Detail: High level of attention to detail in reviewing documents, terms, and conditions. Software Proficiency: Familiarity with tender management software, Microsoft Office Suite, and project management tools. Personal Traits: Proactive, organized, and deadline-driven with the ability to manage multiple tasks effectively. Strong analytical skills with the ability to assess risks and identify solutions. Team-oriented, with the ability to collaborate across departments and ensure all aspects of a tender are completed accurately and on time. Strategic thinker, able to analyze complex requirements and create winning strategies. Ability to work independently, take initiative, and work well under pressure.
