Proposal Engineer

Role & responsibilities:

• Develop proposal strategy and identify key engineering requirements, risks, and deliverables.
• Review and analyze client RFQs, ITBs, scope of work, specifications, and tender documents
• Prepare technical proposal documents, compliance matrices, method statements, and execution plans.
• Ensure alignment of engineering deliverables with project execution requirements and client expectations
• Coordinate with multidisciplinary engineering teams (Process, Mechanical, Piping, Civil, E&I, etc.) to prepare technical inputs for bids.
• Prepare engineering man-hour estimates for FEED, design, detail engineering, AS-BUILT and EPC phases
• Evaluate and consolidate cost inputs from engineering, subcontractors, and internal departments
• Identify major cost drivers and propose cost optimization opportunities
• Develop proposal-specific engineering documents such as Design philosophies, Project execution plans, Engineering schedules
• Support Business Development (BD) in pre-bid meetings, presentations, and strategy discussions
• Work closely with project managers, finance, legal, and supply chain for proposal consolidation
• Support technical clarifications, negotiations, and revision of submitted bids
