PATH’s health systems vertical is engaged with the following themes: Primary Health Care Pandemic Preparedness and Surveillance Devices and Diagnostics Supply Chain Management Healthcare Economics and Financing Technology and Innovations Private Sector Engagement Anti-Microbial Resistance and Global Health Security Climate Change Quality Improvement About the position PATH is seeking Program -SCM position on Third Party Payroll- Randstad for implementation and roll out of the supply chain strengthening project under TIS vertical. The PO-SCM will work with the national and UT teams to provide technical assistance and hand-holding support for strengthening public health supply chain management in the UT of Jammu & Kashmir. Job Responsibilities: Supply Chain Strengthening Support the design, planning, integration, and implementation of supply chain strengthening activities in the UT of J&K. Collaborate closely with NHM teams to develop, implement, and monitor UT-specific project activities, including the development of work plan, project activities, and reports Support implementation of programmatic activities to address gaps and needs in supply chain management in the UT. Support UT in provide technical assistance in stock analysis to ensure EDL availability at the last mile facilities, reduced stock outs and drugs expiry. Supporting UT by providing technical assistance for stock analysis, ensuring the availability of Essential Drug Lists (EDL) at last-mile facilities and assisting to minimize stockouts and reduce the incidence of drug expirations through effective inventory management and proactive supply chain strategies. Digitization of Supply Chain Provide support to the UT in implementation of DVDMS across the UT, work closely with CDAC team for ensuring seamless roll out of DVDMS in the UT. Work collaboratively with stakeholders to promote the usage of DVDMS into supply chain, ensuring seamless adoption and utilization by service providers. Establish mechanisms for monitoring the usage of DVDMS within public health supply chains, including tracking key performance indicators (KPIs) related to data accuracy, timeliness, and system functionality. Analyzing DVDMS data to inform decision-making and improve supply chain performance within public health programs. Analyze DVDMS performance data to identify areas for improvement and provide recommendations for enhancing DVDMS functionality and usability to support supply chain operations effectively. Foster a culture of continuous improvement and innovation in DVDMS usage and management, encouraging feedback, ideas, and suggestions from users and stakeholders for system enhancement. Capacity Building and Training Assist in developing training resources and materials aimed at enhancing the capabilities of internal and external stakeholders in health sector supply chain management. Provide support in advancing the professionalization of the supply chain workforce. Support organizing ToTs on supply chain management and LMIS. Collaboration and Integration: Work closely with various team members across the project for the integration and implementation of project activities in a timely manner, ensuring alignment with project objectives and priorities. Project Management Support: Assist the program lead in coordinating and executing program partnerships and related activities, ensure effective collaboration within the organization and with external stakeholders to achieve project objectives. Coordinate project management workflows and processes internally and externally. Ensure strict adherence to established project timelines, milestones, and deliverables. Perform additional tasks assigned by the supervisor to support the successful implementation of projects. Available to travel for project-related activities approximately 30-40% of the time. Required Experience and qualifications. Advanced degree in Supply Chain Management/ Logistics Management/Digital Health /Healthcare IT or any other related field from top-tier schools. Minimum 4-5 years of experience in Logistics and Supply Chain Management or Information Technology, Business Development in progressively responsible leadership roles. Experience in management of digital software like DVDMS/E-Aushadhi/or any LMIS at national/UT level would be preferred Deep understanding of technology trends in digital health and their implications on health care service delivery. Previous experience/ Demonstrated expertise in a similar role would be preferred for this position. Expertise in functions and practices of supply chain in government organizations/ departments and knowledge of best practices in supply chain management. Familiarity with the Indian public health system, newer initiatives in the health sector and relevant government policies/ strategies particularly National Health Mission, and Ayushman Bharat Technical knowledge and field experience in planning and implementation of public health programs. Skills/ Abilities Excellent knowledge of public health supply chain processes. Excellent knowledge of Logistic Management Information System such as DVDMS, E-Aushadhi and other UT specific information systems, Self-starter and committed to performing their duties with a high degree of autonomy in line with project goals and objectives. Excellent communication, presentation, and interpersonal skills, with the ability to convey complex technical and policy concepts to diverse audiences. Self-directed and creative individual with experience managing relationships with internal and external stakeholders. Strong strategic thinking, problem-solving, and project management skills Demonstrated knowledge and understanding of systems, institutions, and processes, key policy issues and debates related to emerging technologies in South Asian countries. Ability to develop productive working relationships with UT government officials, partner organizations, and other key stakeholders including other team members Data analysis, data visualization, and analytical thinking skills. Excellent organizational and project management skills Ability to multitask and work in a multi-cultural team. Ability to handle a variety of assignments under pressure of deadlines Ability to travel up to 30-40% of the time.
