JOB RESPONSIBILITIES OF AN OUT-REACH WORKER (ORW)
Position Qualifications:
▪ Bachelor’s/Master’s degree in Social Work or related field preferred.
▪ 1-3 years of experience in preventing human trafficking, and sexual assault, or has
worked in related fields in communities.
Skills:
▪ Experienced communicator and facilitator with the capacity to engage with diverse
groups of society and holds skills in a community organization or in implementing
need-based initiatives.
▪ Good written and verbal communication skills.
▪ Ability to build collaborative relationships internally and externally and work as part
of a team with maturity, professionalism, a positive attitude, and good Judgment and
leadership
▪ Sensitive to social issues, flexible and goal-oriented
ROLES AND RESPONSIBILITIES:
▪ To work on rapport building and on building an understanding of communities to
identify vulnerable/hotspot regions across Delhi NCR and prepare community
profiles in detail. Since, victims can be found in legal and illegal labour industries,
including child care, elder care, the drug trade, massage parlours, nail, and hair
salons, restaurants, hotels, factories, and farms. Victims are sometimes hidden
behind doors in domestic servitude in a home.
▪ To conduct community awareness sessions in the hotspot regions and across Delhi
NCR and to use different mediums such as Street Plays, engaging activities, etc for
awareness. Sessions are to be conducted with children and families on the street,
migrant children, Survivors of other forms of past violence since existing
psychological trauma makes individuals more vulnerable to trafficking, People with
disabilities, Members of minority populations, Individuals who’ve been in foster care
or juvenile facilities (since-The National Foster Youth Institute found that 60% of child
victims of sex trafficking had spent time in some form of the child welfare system).
▪ ORW has to conduct a consultative workshop with the key stakeholders in Delhi to
fill the knowledge gap existing about issues related to trafficking and its laws. In
networking with DLSA/SLSA/ NALSA, Labour Inspector, Railway Police, All public
servants, Child Protection Actors, Nurses, doctors, CWC, NCPCR, CWC, Special
Juvenile Police Unit (SJPU), District Child Protection Unit (DCPU), Childline 1098 or
other helpline services and GRP, RPF, etc, In coordination with the Mukti partners
Proactive and coordinated action at the community level at source, transit, and
destination areas of child trafficking for adopting strategies to get detailed updates
about the children’s dynamics. (For example, Proactive engagement in the
community means: when there is a complaint of child marriage, check possibilities of
trafficking for child marriage)
▪ To establish a close group of networking and conduct surveys with insights from
various stakeholders to monitor the hotspot regions’ activities as a part of the early
detection mechanism and further work on Strengthening networks with local
community leaders, children, and schools- especially teachers to ensure reporting.
▪ Along with community-level engagements, one has to intervene on transit routes to
ensure safe migration practices by closely monitoring the migration details of
children. And has to Document all agents who facilitate migration, both intrastate
and interstate, to ensure safe migration, and build rules with officers to monitor the
migration of children without families coming outside of Delhi.
▪ Strengthening the grassroots capacity of municipalities, Anganwadi workers,
families, school staff, etc in hotspot areas, concerning the identification of
vulnerable populations by developing initiatives at the local level to address these
issues.
▪ To register a complaint of the crime of trafficking
▪ To ensure registration of an FIR in case a missing child’s information is found and to
analyse this data’s follow-up actions.
▪ To Rescue and rehabilitate the children who are victims of sex trafficking or related
forms of abuse/ exploitation with the needed team
▪ ORW on the ground during the rescue process has to mandatorily ensure the
confidentiality of the victim's information and has to only share the information with
the SPID team, only, without any delay.
▪ Ensure that conversations with the child are conducted in a friendly manner using
child-friendly language during the rescue. In the case of child labour, collect
evidence of work done by the victim. The food bills, tickets, vehicles, and their
documents and of the property owned by the accused, computers, phones, and any
other electronic items, records, identity cards of each victim, identity cards of the
accused etcetera found at the scene of the crime should be seized. Make a site map
of the area from where the child was rescued and take photos/videos to support
this. If needed, they also have to get Age Verification done for the child.
▪ To conduct a home investigation/ social investigation report to reintegrate the
Survivors and to understand their needs to provide them with the needed support.
While assessing the HIR/SIR cross-check to ensure that the right facts are
documented in a sensitized manner to avoid the child from being blamed for their
victimization.
▪ To mandatorily prevent insensitive questioning from the child during the
investigation process and to avoid repeated questioning to the child to avoid bruising
the child with mental abuse.
▪ Work on legally providing the child, compensation of money for getting trafficked or
for sexual/emotional harassment
▪ To assist and support in any project-based activity or event.
