Job Description

Purpose of the job: The Chief of Development is responsible, from T0 to VGR, for the proper execution of an end-to-end technical development (up to validation & certification) in accordance with the project strategy (as defined by the Project Engineering Director/ Project Manager) fulfilling both contractual technical requirements and defined engineering & project QCD objectives, and leveraging existing Alstom platforms. The Chief of Development notably takes care to design and implement a technical definition which fully meets Project QCD commitments. Functionally reporting to the Project Manager, he/she will manage cross-functionally project technical activities and stakeholders at train and Sub-S levels. He/she will endorse design authority and related decisions or trade-offs. Reports directly to: Mtier family: Engineering Hierarchically, reports directly to: Project Development Director Functionally, reports to: Project Manager Direct reports: Direct functional reports: Train Performance / Train Architect + Design for Manufacturing Engineer + Sub-S Managers until VGR Network & Links Internal Project Development Director Project Manager Project Core Team Train Architect Train Performance Engineer SSM(s) External Suppliers Customers Key accountabilities: Act as main technical focal point for the customer With Project Manager / Director and project team (e.g. quality, costs, contracts, planning) Implements contracts and project requirements Is responsible for Train level Performance & Architecture WP QCD Reports on project technical execution, as well as on the impact of technical decisions on full Project QCD Escalates project technical level issues and decisions and take key project decisions With project development team (i.e. sub-systems team) Set and allocate technical and QCD objectives leveraging existing Alstom platforms Coordinates and monitors cross-functional objectives, activities and deliverables, Development Planning and Configuration Management Performs key cross-functional or technical decisions and trade-offs Represents the design authority and ensures product liability and compliance with Alstom standards With sites/mtiers Reports on project technical and QCD status to Project Engineering Director / Project Manager Interacts with sites and mtiers to secure efficient and compliant project delivery Performance measurements: Achieve project QCD objectives Perform technical arbitrages & escalate when necessary Engineering WorkPackage costs at completion On-Time Design Reviews Gate Review Go on Time (as a project management core team member) Experience Extensive technical and Rolling Stockplatforms (ALSTOM platformspreferred) knowledge and project/company background Competencies & Skills Balanced skills between general management, technical management and project management Strong leadership and ability to federate teams on technical orientations to reach QCD targets Demonstrated capacity to lead cross-functional activities and numerous/various stakeholders Ability for analysis, problem-solving and efficient decision-making in complex environment Ability to work across sites in a multi-cultural environment
